BID MANAGER (AI-AUGMENTED)

We are seeking an experienced Bid Manager to leadand manage the end-to-end bid process for complex ICT and digitaltransformation opportunities. This role for a leading national technology anddigital infrastructure enterprise based in Abu Dhabi, specializing inhigh-performance computing, advanced networking, and cloud/cybersecuritysolutions tailored for the education, research, and government sectors acrossthe UAE. This role is uniquely designed for a forward-thinking professional wholeverages AI-augmented tools to accelerate document analysis, proposaldrafting, and compliance tracking, while maintaining full human ownership,quality control, and risk oversight over all client commitments.

The Bid Manager will coordinate the complete lifecycle ofRFPs, RFIs, RFQs, and tenders, ensuring submissions are technically compliant,commercially competitive, and delivered within strict deadlines.

Key Responsibilities

1.   Bid Lifecycle & Process Ownership

·       Manage the complete proposal lifecycle fromopportunity qualification and Bid/No-Bid analysis through submission,clarification, negotiation, and handover to project delivery.

·       Analyze complex RFP, RFI, and tender documentsusing AI extraction tools to generate initial requirement breakdowns,personally validating and refining all outputs.

·       Develop and maintain bid schedules, compliancematrices, responsibility trackers, and submission checklists.

2.   Solution & Proposal Development

·       Collaborate with Solution Architects, PresalesEngineers, and Technical SMEs across Cloud, Cyber, Infrastructure, and ManagedServices to build cohesive, end-to-end ICT proposals.

·       Direct AI-assisted drafting of technical andcommercial sections utilizing the corporate proposal repository, ensuring everypiece of content is thoroughly reviewed, rewritten, and fact-checked beforeclient submission.

·       Consolidate technical, commercial, legal, andadministrative inputs into a seamless, high-quality proposal package.

·       Ensure strict alignment between technicalarchitecture, Bills of Quantities (BoQs), vendor quotations, and contractualscopes.

3.   Quality Control, Compliance & Risk Management

·       Maintain final accountability for the accuracy andauthenticity of all submitted proposals, enforcing strict review processes toeliminate AI hallucinations or factual errors.

·       Enforce institutional data-handling andconfidentiality protocols regarding what client data can be processed byexternal generative AI engines.

·       Identify bid risks, exclusions, dependencies, andcontractual gaps, coordinating mitigation strategies with legal and financeteams.

4.   Partner & Stakeholder Coordination

·       Liaise with global technology OEMs, vendors, andsubcontractors to obtain necessary technical, licensing, and commercial inputs.

·       Coordinate responses to client clarifications,support post-submission technical presentations, and lead smooth handovers ofawarded bids to the Delivery/PMO teams.

·       Maintain and continuously enrich the AI-searchablebid knowledge repository with past proposals, standard templates, and post-bidlessons learned.

Requirements

·       Bachelor’sdegree in Information Technology, Computer Science, Computer Engineering,Telecommunications, or a related technology discipline.

·       Minimum of 7 years of professional experiencein the IT/ICT industry, with a strong background in Bid Management, Presales,or Proposal Management for complex enterprise technology solutions.

·       Solid understanding of multi-disciplinary ICT ecosystems(Cloud, Cybersecurity, Data Networks, System Integration, and ManagedServices).

·       Hands-on experience directing enterprise Generative AItools (e.g., Copilot, ChatGPT/Claude-class applications, RAG-based searchengines) for document summarization, drafting, and analysis. 

·       Fluent in both English and Arabic (Written and Spoken) essentialfor interacting with government, education, and commercial stakeholders.

·       Proven track record managing government and public-sectorformal tender processes across the UAE.
