Duties and Responsibilities:

• Assist Navy personnel with matters affecting terrestrial or marine natural resources including threatened and endangered species, protected species, and ecosystems at Navy, Marine Corps and Air Force installations within the NAVFAC MAR Area of Responsibility.
• Conduct environmental inspections and/or monitoring of construction and site preparation activities associated with the Enhanced Integrated Air and Missile Defense systems (EIAMD) sites. 
• Preparation and development of draft Performance Work Statements (PWS), Scopes of Work (SOW), and Cost Estimates (CE). 
• Provide review of natural resources documents related to the EIAMD program, as assigned. 
• Assist in monitoring threatened, endangered, and protected species at installations in the JRM Area of Responsibility. 
• Assist with administrative tasks to include cataloging and records retention of documents and studies, filing and organization, taking minutes for meetings, assisting in leading natural resources meetings, and providing routine updates to the chain of command. 
• In coordination with installation and regional government personnel, provide tracking and reporting for EIAMD requirements pertaining to natural resources. 
• Working with the COR, help to ensure that the EIAMD natural resources requirements and schedules are met. 
• Review planning and design documents and Performance Work Statements and Work Plans associated with the EIAMD program to ensure natural resources requirements are accurately captured. 
• Maintain the EIAMD Biological Opinion (BO) tracker to ensure that all information is correct and up-to-date.
• Draft the EIAMD BO Annual Report (drafts and final version) and coordinate reviews across the stakeholder group.
• Other related duties, as assigned. 

Minimum Requirements:

• A Bachelor’s degree from an accredited college in Biology, Marine Biology, and/or an applied Biological Sciences. 
• Knowledge of the Endangered Species Act guidelines, general knowledge of recent statutory laws and Executive Orders such as the Sikes Act Improvement Amendments and Magnuson-Stevens Fishery Conservation and Management Act. 
• Knowledge of ESA Section 7. 

Preferred Qualifications:

• Working knowledge with the flora and fauna in the Pacific region is desired
