The Technical College System of Georgia鈥檚 (TCSG) Office of Workforce Development (OWD) is seeking a Director of Workforce Programs to lead the development, implementation, administration, and continuous improvement of Georgia鈥檚 Workforce Pell and the Eligible Training Provider鈥檚 List (ETPL) approval and oversight framework. This position will serve as the primary coordinator for program policy implementation and program administration on behalf of the State Workforce Development Board (SWDB), consistent with state and federal requirements.
The Director will facilitate collaboration among state agencies, educational institutions, workforce system partners, and industry stakeholders to support the successful implementation in Georgia. The position will provide strategic leadership related to program eligibility processes, policy development, communications, technical assistance, data coordination, and long-term operational planning associated with Workforce Pell implementation and the continued operation of the ETPL.
RESPONSIBILITIES聽
路聽聽聽聽聽聽聽聽 Leads the strategic implementation and operational administration of Georgia鈥檚 Workforce Pell and ETPL approval process.
路聽聽聽聽聽聽聽聽 Coordinates statewide Workforce Pell and ETPL activities on behalf of TCSG and the SWDB.
路聽聽聽聽聽聽聽聽 Facilitates collaboration among TCSG, SWDB, the Governor鈥檚 Office of Education and Workforce Strategy (GOEWS), postsecondary institutions, workforce boards, state agencies, accreditation organizations, and external stakeholders.
路聽聽聽聽聽聽聽聽 Serves as the primary liaison to the SWDB and related advisory groups.
路聽聽聽聽聽聽聽聽 Oversees development, revision, interpretation, and implementation of Workforce Pell and ETPL policies, procedures, and guidance documents.
路聽聽聽聽聽聽聽聽 Coordinates strategic planning activities associated with phased Workforce Pell implementation and statewide expansion efforts.
路聽聽聽聽聽聽聽聽 Oversees development and management of Workforce Pell and ETPL application processes, workflows, timelines, and operational procedures.
路聽聽聽聽聽聽聽聽 Provides technical assistance and guidance to institutions and organizations seeking Workforce Pell and ETPL eligibility.
路聽聽聽聽聽聽聽聽 Coordinates review and vetting processes associated with Workforce Pell and ETPL applications and supporting documentation.
路聽聽聽聽聽聽聽聽 Supports development and administration of the Georgia Workforce Pell Portal and associated communications resources.
路聽聽聽聽聽聽聽聽 Facilitates the development of outreach materials, application guidance, presentations, and informational collateral related to Workforce Pell and ETPL eligibility and participation.
路聽聽聽聽聽聽聽聽 Coordinates with agency partners regarding program performance verification, student outcome reporting, and data-sharing activities.
路聽聽聽聽聽聽聽聽 Monitors federal guidance, regulations, and implementation updates to ensure ongoing state compliance.
路聽聽聽聽聽聽聽聽 Assists with development of compliance monitoring processes, appeals procedures, continued eligibility reviews, and withdrawal procedures.
路聽聽聽聽聽聽聽聽 Supports preparation of materials and recommendations for SWDB review and approval meetings.
路聽聽聽聽聽聽聽聽 Coordinates stakeholder engagement activities, informational sessions, and technical assistance workshops.
路聽聽聽聽聽聽聽聽 Assists with development of implementation timelines, reporting metrics, and program evaluation activities.
路聽聽聽聽聽聽聽聽 Prepares reports, policy recommendations, briefing materials, and correspondence for executive leadership and partner agencies.
路聽聽聽聽聽聽聽聽 Represents TCSG and OWD in meetings, conferences, and collaborative initiatives related to Workforce Pell, workforce development, and postsecondary education.
路聽聽聽聽聽聽聽聽 Other duties as assigned.

MINIMUM QUALIFICATIONS聽
Bachelor鈥檚 degree from an accredited college or university and five (5) years of progressively responsible work-related experience in workforce development, higher education administration, public policy, financial aid administration, education policy, or related fields.
聽
PREFERRED QUALIFICATIONS聽
路聽聽聽聽聽聽聽聽 Master鈥檚 degree in public administration, higher education, workforce development, education policy, business administration, or a related field.
路聽聽聽聽聽聽聽聽 Experience with WIOA Title I programs and Eligible Training Provider List (ETPL) processes.
路聽聽聽聽聽聽聽聽 Experience working with postsecondary institutions and/or federal Title IV financial aid programs.
路聽聽聽聽聽聽聽聽 Experience managing strategic initiatives or multi-agency implementation projects.
路聽聽聽聽聽聽聽聽 Experience developing or implementing statewide policy initiatives and in policy development.
路聽聽聽聽聽聽聽聽 Experience facilitating interagency collaboration and stakeholder engagement initiatives.
路聽聽聽聽聽聽聽聽 Experience with workforce data systems, performance reporting, or longitudinal data initiatives.
Minimum Qualifications:
