Position Summary: Responsible for the planning, design, and oversight of fiber-to-the-home (FTTH) network infrastructure. This role ensures that all engineering work complies with applicable standards, regulations, and client requirements while delivering cost-effective and scalable broadband solutions. The PE provides technical leadership, reviews and stamps engineering designs, and supports project execution from concept through construction.

Responsibilities:

• Design and engineer FTTH outside plant networks, including: 

   • Fiber routing (aerial and underground) 

   • Conduit systems and handholes/vaults 

   • Splice point layouts and fiber distribution architecture (GPON, XGS-PON, Active Ethernet) 

• Prepare and review: 

   • Construction drawings 

   • Permitting packages 

   • Bill of materials (BOM) 

   • Cost estimates and design documentation 

• Apply engineering standards such as: 

   • NESC (National Electrical Safety Code) 

   • Local/state DOT and municipal requirements 

   • Utility coordination standards 

• Perform and/or oversee: 

   • Field surveys and route validation 

   • Make-ready engineering (pole loading, guying, clearance analysis) 

   • As-built documentation review 

   • Provide engineering seal (stamp) on design packages where required 

• Support construction by: 

   • Responding to RFIs (Requests for Information) 

   • Reviewing change orders 

   • Conducting field inspections as needed 

• Ensure compliance with safety, quality, and environmental standards 

• Mentor junior engineers and designers 

• Perform other related duties, as assigned.

 

Education: Bachelor’s degree in Engineering from an ABET accredited institution; Civil Engineering preferred.

Experience:
Required: 

• 5-10 years of experience in OSP Fiber design or telecommunications engineering.

• Strong knowledge of FTTH architectures.

• Experience with aerial and underground design practices.

• Familiarity with Permitting processes and utility coordination.  

Preferred:
• Knowledge of pole loading analysis software. 
• Project management experience.

• Experience working with rural broadband projects (e.g., RUS, BEAD, etc.).

Licenses, Certifications, Training Requirements: 
• Must be Licensed Professional Engineer (P.E.), in at least 1 US state.
• A valid motor vehicle driver’s license in good standing is required. No DWI/DUI convictions. 

Physical Requirements and Environmental Factors:
• Work is primarily computer work, performed in an office type environment with some field work.
• Flow of work involves normal mental and visual attention along with manual coordination much of the time.

• Field conditions may include outdoor environments and construction zones. 
• Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
• Must occasionally lift and/or move up to 25 pounds.

 

Work Location: Remote; must live in the United States. 

 

Travel: Travel up to 20% of the time for site visits and client meetings.  

 

In the spirit of pay transparency, the starting base pay range for this position is exclusive of benefits. If you are hired at Finley Engineering, your base pay will be determined based on factors such as skills, education, and experience related to the position. In addition to those factors, we believe in the importance of pay equity and will also consider internal equity of our current associates as a part of the final offer. Hiring at the high end of the range would not be typical.
