PRIMARY FUNCTION
The Functional Subject Matter Expert (SME) provides expert-level knowledge of the business domain, operational workflows, and mission requirements to ensure the successful implementation of the Executive Office for Immigration Review (EOIR) Language Services Unit (LSU) modernization initiative. This individual serves as the primary functional advisor to the project team, ensuring the proposed solution aligns with Government business processes, operational objectives, and stakeholder expectations. The Functional SME works closely with Government stakeholders, business users, business analysts, solution architects, and technical teams to validate requirements, evaluate business processes, and ensure the delivered solution is both functionally accurate and operationally effective.

ESSENTIAL FUNCTIONS

  • Serve as the functional expert for EOIR business operations, workflows, and mission requirements.
  • Analyze existing business processes and recommend improvements to support operational efficiency and modernization objectives.
  • Validate functional and business requirements to ensure alignment with Government needs and operational objectives.
  • Collaborate with Government stakeholders to understand business challenges, priorities, and desired outcomes.
  • Provide guidance during requirements validation, solution design, system configuration, testing, and deployment activities.
  • Ensure business rules, workflows, and operational processes are accurately reflected within the proposed solution.
  • Support business process mapping, gap analysis, and functional impact assessments.
  • Review functional designs, use cases, user stories, and system configurations for accuracy and completeness.
  • Participate in solution demonstrations, design reviews, testing activities, and user acceptance testing (UAT).
  • Identify functional risks and recommend mitigation strategies throughout the project lifecycle.
  • Support change management, user adoption, training development, and operational readiness activities.
  • Serve as a trusted advisor to both Government stakeholders and technical teams throughout implementation.

SUPERVISORY RESPONSIBILITIES: No

DESIRED KNOWLEDGE, SKILLS, & ABILITIES:
•     Experience supporting the Department of Justice (DOJ), EOIR, or other Federal civilian agencies.

  • Experience with enterprise application modernization, SaaS, COTS, or cloud-based business solutions.
  • Familiarity with Agile software development methodologies.
  • Experience supporting business process reengineering (BPR) initiatives.
  • Knowledge of requirements traceability, business process modeling, and change management practices.

QUALIFICATIONS:

  • Must be a US Citizen.
  • Must be able to successfully obtain and maintain the appropriate Department of Justice (DOJ) Public Trust Investigation (PTI) as required for the position.
  • Bachelor's degree from an accredited college or university and (4) years of relevant work experience
  • Ability to successfully pass a pre-employment drug test and background check

PLACE OF PERFORMANCE

The principal place of performance will be EOIR Headquarters located in Falls Church, VA.
