Strategic Insight, Ltd. is seeking a Program Analyst – Information Systems (IS) Functional Analyst to provide contract support services for information and technical systems acquisition programs. This position supports a Department of Defense (DoD) Echelon I organization and works closely with senior leadership to ensure effective execution, coordination, and documentation of IS functional and acquisition-related activities.

Security Requirement

Applicants selected for this position may be subject to a Government Security Investigation and must meet eligibility requirements for access to Secret-level classified information.

Key Responsibilities

  • Provide programmatic, analytical, and functional support for information systems and technical systems acquisition efforts,
  • Support contract-related activities for IS programs, including planning, coordination, tracking, and documentation,
  • Perform duties associated with the Navy Enterprise Network (NEN) Assistant Contract Representative (ACTR) role, ensuring compliance with applicable policies, procedures, and contract requirements,
  • Coordinate with government stakeholders, contractors, and vendors to support acquisition milestones and deliverables,
  • Develop, review, and maintain program documentation, reports, briefings, and correspondence,
  • Track and manage action items, taskers, and deliverables to closure,
  • Provide executive-level support to Senior Executive Service (SES), Flag Officers (FO), and General Officers (GO), including briefing and meeting support,
  • Apply strong organizational, analytical, and communication skills in a high-tempo, executive-facing environment, and
  • Perform other duties as assigned.

Minimum / General Experience Requirements

  • Minimum of 5 years of relevant experience providing contract support services in information and/or technical systems acquisition.
  • Active Security+ certification is required.
  • Knowledge of and at least one year of demonstrated specialized experience performing NEN Assistant Contract Representative (ACTR) duties and responsibilities.
  • Strong organizational skills with the ability to manage multiple priorities and competing deadlines.
  • Excellent verbal and written communication skills.
  • Familiarity with NMCI operating environments, including compliance with DON cybersecurity policies, system access requirements, and use of NMCI-approved software and tools.
  • Experience working within an Echelon I organization and supporting SES, Flag Officers (FO), and General Officers (GO) level leadership is highly recommended.

Education

  • Minimum of a high school diploma or equivalent.
