Transportation Engineer II

Performs transportation engineering work in one or more functional areas such as program oversight, planning, project readiness and project procurement for design-build projects. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with district and division personnel, governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.

Transportation Engineer III

Performs complex transportation engineering work in one or more functional areas such as program oversight, planning, project readiness and project procurement for design-build projects. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with district and division personnel, governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Transportation Engineer IV

Performs advanced and complex transportation engineering work in one or more functional areas such as program oversight, planning, project readiness and project procurement for design-build projects. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with district and division personnel, governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Transportation Engineer II

- Acts as a liaison with divisions, MPOs, cities, counties and other governmental entities concerning traffic management and/or traffic safety projects.

- Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation.

- Analyzes and assists in the resolution of contract problems and disputes.

- Coordinates and/or monitors assigned projects/programs/plans.

- Develops and/or reviews engineering related documents, correspondence, reports and remediation plans.

- Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.

- Interprets maintenance standards, rules, methods, procedures, practices and policies.

- Leads/Trains professional and administrative staff.

- Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.

- Performs other job responsibilities as assigned.

Transportation Engineer III

Includes all responsibilities listed for Transportation Engineer II as well as:

- Develops plans for the Project Managers related to resource assignments, schedules, scope, communication, quality, and procurement, while utilizing available resources and maintaining the agency's project objectives.

- Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development.

- Assists in the publishing of technical training and guidance to project personnel on scheduling and resources of projects in an enterprise management system.

- Develops training courses and/or materials.

- Makes presentations and represents TxDOT.

- Performs other job responsibilities as assigned.

Transportation Engineer IV

Includes all responsibilities listed for Transportation Engineer II and III as well as:

- Advises on routine through complex contract questions in daily support of District / Division contract users.

- Assists in the development, publishing and delivery of technical training and guidance to project personnel on scheduling and resourcing of projects.

- Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals.

- Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.

- Serves as a project manager overseeing consultants performing advanced and complex engineering work.

- Develops and/or reviews engineering related documents, correspondence, reports and remediation plans.

- Performs data collection, analyses, forecasts and plan development.

- Performs other job responsibilities as assigned.

Minimum Qualifications:

Education (All Levels): 

Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience: 

-*5 YEARS (Transportation Engineer II) / *6 YEARS (Transportation Engineer III) / *7 YEARS (Transportation Engineer IV) engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Licenses and Certifications (All Levels):

• Valid driver’s license. This position requires driving a state vehicle.

• Licensed Prof Engineer*

• Safety Impact Certificate

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Transportation Engineer III

- Project changes (scope, budget, schedule, resource management) using a critical path method enterprise information system management tool

- Facilitating groups using effective communications methods; contributing to and guiding groups in defining objectives, staying on task and reaching consensus; soliciting participation, challenging ideas and summarizing accomplishments and planned actions

- Using computers and applicable programs, applications, and systems

Transportation Engineer IV

Includes all competencies listed for Transportation Engineer II and III as well as:

Expert skill in

- Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks

- Negotiating settlement of differences without damaging relationships; applying effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner

Proficient skill in

- Coordinating and directing multiple projects

- Analyzing and organizing business and technical data

Physical Requirements and Working Conditions:

- Subject to inside and outside environmental conditions

- Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs

- Walking-moving on foot to accomplish tasks: long distance/from one work site to another

- Talking-expressing or exchanging ideas by spoken words

- Hearing-perceive sound at normal speaking levels; receive information by oral communication

- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading

- Visual Acuity-operate motor vehicles and/or heavy equipment
