Brief Job Description

The Tools Support Administrator performs senior-level computer systems analysis and support within the TIERS Operations Tools Support team. This role administers and maintains enterprise tools, including SMA OpCon, IBM Cognos, Precisely Spectrum, Application Lifecycle Management (ALM), and Informatica Identity Resolution (IIR). Responsibilities include planning, analyzing user requirements, recommending automation opportunities, and enhancing existing systems. The position may provide leadership or mentoring to other technical staff and requires independent work with substantial latitude for decision-making and problem-solving.

The administrator performs software installation, server maintenance, user administration, and technical support for all assigned tools. Duties include maintaining backend systems such as Microsoft SQL Server, applying updates and patches, rebuilding indexes for IIR during database refreshes, and serving as the primary liaison with software vendors. The role also functions as a subject matter expert (SME) to ensure optimal performance, reliability, and continuity of business operations across the organization.

 

Essential Job Functions (EJFs)

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Provides system administration for Informatica IIR, SMA OpCon, IBM Cognos, and Precisely Spectrum; performs client installs, server maintenance, and Microsoft SQL Server backend support; applies software patches and upgrades; configures user accounts, standard environments, and manages licensing. (20%)

Provides specialized expertise in administering Informatica IIR for identity matching; coordinates with Informatica to resolve issues; maintains system accuracy by rebuilding indexes with each database refresh. (25%)

Serves as SME for ALM and Informatica IIR administers job scheduling, resolves issues in coordination with support, and manages configuration, users, environments, and licensing. (20%)

Administers ALM and Informatica IIR software; works with support teams; assists development teams and deploys various changes during TIERS releases. (15%)

Administers and supports the Precisely Spectrum address-validation application on Linux servers; installs software, performs server maintenance, and coordinates with the vendor as needed. (15%)

Supports releases and deployments across more than 24 environments using Agile methodology; participates in user story creation, scrum meetings, and sprint activities. (5%)

 

Knowledge, Skills, and Abilities (KSAs)

Proficiency administering ALM, Precisely Spectrum, Informatica IIR, and SMA OpCon, including installations, upgrades, configuration, and system maintenance.

Strong troubleshooting and diagnostic skills for resolving complex issues across a suite of tools and related infrastructure components.

Knowledge of Microsoft SQL Server, including performing backend tasks such as index rebuilds and general database support.

Experience administering applications on Linux and Windows servers, including log analysis, service management, and system monitoring.

Ability to identify and implement automation and process improvements to enhance operational efficiency and system reliability.

Skill in managing vendor relationships, opening support tickets, and coordinating issue resolution.

Ability to analyze technical requirements, evaluate system behaviors, and propose effective solutions.

Skill in interpreting data and supporting business intelligence needs through Cognos or other reporting tools.

Ability to assess operational risks and recommend appropriate mitigation strategies.

Ability to produce clear technical documentation and communicate complex issues to both technical and non-technical audiences.

Effective collaboration with developers, testers, product owners, managers, and vendors.

Ability to provide timely updates, convey technical impacts, and translate business needs into actionable tasks.

Independent decision-making and task prioritization with minimal supervision.

Adaptability in responding to changing project priorities, release schedules, and operational demands.

Strong sense of accountability and initiative, with a commitment to driving issues to resolution.

Familiarity with Agile methodology, including working within sprints, participating in scrum ceremonies, and supporting iterative releases.

Skilled with Remedy and/or Service Now.

 

Registrations, Licensure, or Certifications

ITIL Foundation Certification preferred.

Windows and Linux server certifications are preferred

AWS cloud certification is preferred

 

Initial Screening Criteria

• Graduation from an accredited four-year college or university with a Bachelor of Administration (BA) or Bachelor of Science (BS) in Computer Science, Information Systems, Business, or a related field is required. Work experience may be substituted for education on a year-for-year basis.

• At least eight (6) years IT experience in maintaining computer programs and applications.

• Experience with Agile methodology and ITIL.

 

Additional Information

This role offers a hybrid schedule: 3 days telework and 2 days in-office per week. Note that this arrangement is subject to change.
