Performs high-level professional and consultative work in designing, delivering, and managing systems training and traditional programs within the Professional Development Academy. Leads initiatives to develop workforce capabilities through interactive training, instructional design, learning technologies, and business-aligned training solutions. Responsible for ensuring training programs enhance system proficiency, improve organizational efficiency, and align with business objectives. Serves as Lead Worker. Position involves stakeholder engagement, performance evaluation, learning technology integration, and compliance with industry standards. Work requires contact with all levels of the agency, technical experts, IT teams, business leaders, and external vendors. Employees at this level work independently and are accountable for training effectiveness, innovation, and business impact.

 

Essential Duties:

•    Performs specialized analyses as a consultant to the Administration and other Department staff on controversial and/or sensitive plans, issues, and initiatives.
•    Applies best practices in instructional design to create engaging, effective learning materials and programs. Utilizes a variety of instructional strategies to cater to diverse learning styles and preferences.
•    Oversees and facilitates the delivery of training programs. Ensures that training is delivered in an effective, engaging manner that maximizes learner participation and knowledge retention.
•    Meets with stakeholders and product owners across agency to ensure training objectives are aligned with departmental goals and priorities; Fosters a collaborative environment to support training initiatives.
•    Serves as point of contact and/or liaison for programs or special projects with other departmental staff, governmental entities and/or the public.
•    Oversees Career Development - including training, education, and professional development - successfully scaling customer interaction all the way from the Commission-level down to the most junior employee.
•    Plans, designs, develops, coordinates, administers, and delivers systems training programs aligned with organizational needs and industry standards
•    Oversees a range of training delivery modalities, including classroom training, e-learning, virtual classrooms, and on-the-job training, to ensure accessibility and effectiveness of training programs.
•    Serves as a liaison between the training team, IT, and business stakeholders to ensure training supports digital transformation initiatives.
•    Oversees standard operating procedures (SOPs) and best practices for training delivery
•    Fosters a collaborative learning environment that supports professional growth, knowledge sharing, and engagement.
•    Serves as a lead worker by serving as a resource for complex questions; assigning work; presenting workflow and operational updates to the supervisor/manager; providing input on team members’ career conversations; and approving leave requests to ensure operations coverage.
 



Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 years of experience in instructional design, technical training, systems training, workforce development or related. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

 

Licenses and Certifications: 

  • Valid driver’s license. This position requires driving a state vehicle.
  • Project Management Professional (PMP)
  • Certified Instructional Designer (CID) 
  • Associate Professional Talent Development (APTD) 
  • Certified Professional Talent Development (CPTD)

Note that at least one of the above cited licenses or certifications is required at the time of application.

Physical Requirements and Working Conditions:
