Job Description Summary:

This is field and office inspection work at the supervisory and administrative level with full responsibility for all the major disciplines. An employee in this class exercises supervision over Construction Inspectors I, II and III and supervises the inspection of all phases of a construction project, assuring compliance with County, State, and/or Federal specifications including the Harford County Road Code, Water and Sewer Specifications and Details, and Chapter 214 of the Harford County Code-Sediment Control and Stormwater Management.

Job Description:

Salary Range: $63,063.00-$156,678.00/Annually

BUDGETED SALARY: $75,000.00-$90,000.00


Essential Duties:

(The following examples illustrate the work performed in the positions in the class. Positions may require some or all of these examples depending on the organization of work within the department.  The list is not inclusive.  A position may require duties not listed, if necessary, to accomplish the work of the department.)

  • Addresses complaints from area residents on projects which are under County inspection
  • Works closely with State and Federal agencies on issue of compliance and enforcement
  • Assists construction inspectors on major projects and occasionally performs the more difficult inspections
  • Works with construction contractors and engineers to make necessary field changes
  • Makes periodic field inspections for the purpose of supervising other inspectors and checking contractors’ workmanship and quality of construction
  • Conducts the final inspection of construction projects with supervisor and other County staff prior to final acceptance
  • Works with utility companies and coordinates all installation and/or relocation of utilities, depending on area of work
  • Issues “Stop Work” orders for non-compliance, with authorization of the Director of Public Works
  • Supervises a team and manages the performance of individuals through ongoing coaching, feedback and development to motivate, engage and drive a high performing team
  • Reviews legislation, regulations, and procedures to ensure code compliance
  • Resolves issues of non-compliance with approved plans and specifications
  • Administers the permit application and approval process in area of specialization
  • Recommends acceptance by the County or requires additional work by the contractor/developer to meet County standards
  • Collaborates with Human Resources to develop recruitment plans based on labor needs, participates in internal and external job candidate selection, including screening, conducting interviews, testing, and onboarding
  • Authorizes all hiring/promotional decisions, ensuring compliance with all related policies and regulations
  • Maintains reports describing progress of job completion and records of equipment and personnel used by the contractors, maintains responsibility for inspection records and may testify in court on various inspection aspects, as required
  • Represents the Department at professional meetings, conferences, and seminars related to area of specialization
  • Assists the supervisor with administrative responsibilities of the Inspection Section of the Department of Public Works for the highways and bridges water and sewer, or sediment control and storm water management

Years of Experience:
Six (6) years’ progressively responsible experience in heavy construction projects

Years of Supervisory Experience:
Six (6) years’ of experience supervising or managing teams

Education:
Possession of a Bachelor’s Degree in Civil Engineering, Environmental Science or a closely related field.

Certifications, Licensures, and Examinations:
A valid Class "C" non-commercial driver's license with no more than three (3) points.  Please be advised that this position requires a valid driver's license.

Knowledge, Skills, and Abilities:

  • Comprehensive knowledge of the principles, practices, methods and materials used in construction work for the required discipline
  • Comprehensive knowledge of principles and methods of surveying
  • Thorough knowledge of County, State and Federal laws and regulations, codes, ordinances and specifications pertaining to the types of construction within the discipline
  • Good knowledge of modern principles and practices of civil engineering and environmental law and policies
  • Ability to supervise the work of construction inspection crews
  • Considerable skill in reading and interpreting engineering plans and specifications
  • Ability to secure the cooperation of construction contractors in unusually difficult construction situations, to maintain accurate records
  • Ability to prepare and monitor an operating budget for the discipline
  • Ability to to communicate effectively both orally and in writing
  • Ability to exercise good professional judgment in making inspection decisions
  • Ability to evaluate operational procedures and regulations as well as establishing policy for the discipline, to establish and maintain effective working relationships with associates, contractors, developers, engineers and the public

Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations, and applicable Harford County safety
