LOTO Manager – Romania

Location: Project site approximately one hour from Bucharest, Romania.

About the position

Solvexis Consult is looking for an experienced LOTO Manager for a project in Romania.

You will take overall responsibility for the project’s Lock-Out/Tag-Out (LOTO) process, ensuring that energy isolations are planned, coordinated, documented and controlled throughout construction, mechanical completion, commissioning and handover to operations.

The role combines process ownership with practical site coordination. You will work closely with construction, commissioning, HSE, the Permit Office and technical disciplines to ensure that activities involving hazardous energy are carried out safely and in accordance with approved project procedures.

Responsibilities

Your primary responsibilities will include:

  • Developing, implementing and maintaining the project’s LOTO procedures and workflow, covering energy isolation, lock-out, tag-out, verification and release.
  • Defining clear responsibilities for personnel requesting, approving, applying, verifying and removing isolations.
  • Ensuring that LOTO activities align with project HSE requirements, approved risk assessments and method statements (RAMS), and Permit-to-Work procedures.
  • Planning and coordinating isolations for construction, commissioning, testing and maintenance activities.
  • Reviewing planned work to identify conflicting isolations, simultaneous operations and risks between activities or systems.
  • Coordinating with electrical, automation, mechanical and utility disciplines to establish system boundaries and isolation points.
  • Supporting Permit Officers and Permit Office Coordinators in confirming isolation requirements before permits are issued.
  • Ensuring that energisation, de-energisation and system release follow the required authorisation and verification process.
  • Maintaining an accurate overview of active isolations, affected systems and LOTO status, supported by traceable registers, drawings and records.
  • Participating in daily coordination meetings to align upcoming activities, system status and isolation requirements.
  • Developing and delivering LOTO training, onboarding and practical guidance for relevant project personnel.
  • Monitoring implementation in the field, addressing unsafe practices and supporting investigations and corrective actions following LOTO deviations.
  • Coordinating the transfer of isolation responsibility as systems progress through construction, mechanical completion, commissioning and qualification, and operations.
  • Reporting significant risks, conflicts and process issues to project management and relevant HSE and commissioning stakeholders.
  • Improving the LOTO process as the project develops, incorporating changes to commissioning sequences and lessons learned.

Qualifications and experience

We expect that you have:

  • A relevant technical, engineering, maintenance or commissioning background.
  • Proven experience managing or coordinating LOTO and energy isolation on construction or industrial projects.
  • Experience developing and implementing isolation procedures across multiple disciplines.
  • A strong practical understanding of hazardous energy, including electrical, mechanical, hydraulic, pneumatic, thermal and stored energy.
  • Experience working with Permit-to-Work systems, RAMS and site HSE requirements.
  • The ability to interpret technical drawings, system boundaries and isolation documentation in cooperation with the relevant disciplines.
  • Experience coordinating construction, commissioning and operations teams during system handover.
  • Strong communication skills and the confidence to challenge unsafe arrangements and escalate unresolved risks.
  • A structured approach to planning, documentation and follow-up.
  • Professional working proficiency in English.

Experience delivering LOTO training and working on international projects will be an advantage.
