Job Description

TheĀ SeniorĀ ProposalĀ ManagerĀ is responsible forĀ leading and managingĀ the development of competitive proposals for federal government, state and commercialĀ customersĀ andĀ ensuring compliance with solicitation requirements while deliveringĀ compliant,Ā compellingĀ and high-qualityĀ submissions.Ā The Proposal Manager reports directly to theĀ Senior Director ofĀ Proposal Operations.Ā Ā

Duties and ResponsibilitiesĀ 

  • Leads and coordinatesĀ the end-to-end proposal development process, including analyzing Requests for Proposals (RFPs), SF330s, Requests for Information (RFIs), and other solicitation documents.Ā 

  • Leads all proposal activities, including managing proposal personnel, proposal schedules and deadlines, and monitoring the progress of the proposal.Ā Ā 

  • CollaboratesĀ with internal stakeholders, including technical teams, subject matter experts (SMEs), contracts specialists,Ā subcontracts and procurement,Ā talentĀ managementĀ and business development teams to gather and integrate information.Ā 

  • EnsuresĀ all proposals adhere to solicitationĀ andĀ federal acquisition regulations (FAR/DFARS)Ā requirements.Ā 

  • Develops, writes, and editsĀ proposal content, including executive summaries, technical volumes, past performance, management plans, and cost narratives.Ā 

  • DevelopsĀ andĀ maintainsĀ proposal schedules, outlines, compliance matrices, and review plans to ensureĀ timelyĀ andĀ accurateĀ submissions.Ā 

  • Manage proposal color review process (Blue, Pink, Red, Gold teams), ensuringĀ rigorous reviewĀ of proposal documents toĀ confirmĀ accuracy, consistency, and alignment with solicitation requirements andĀ capture strategy.Ā Ā

  • Manage color review assignments ensuring leadership participation.Ā Ā 

  • Manage feedback documentation assembly and dissemination to proposal team and adjudication and disposition of feedback and recommendations.Ā Ā 

  • Continuously refinesĀ and improvesĀ proposal development processes, tools, and templates to enhance efficiency and effectiveness.Ā 

  • Implement AI proposal tools asĀ appropriate inĀ proposal development.Ā Ā 

  • Support other Proposal Operations activities (e.g., content databases, SharePoint library management, and branded process refinementĀ etc..) as neededĀ Ā 

Oral PresentationsĀ 

  • Manage directly or work with external oralsĀ coachĀ to leadĀ proposal and operationsĀ teamsĀ through presentation development and orals rehearsalsĀ 

  • Create outline and framework for orals script and manage teams throughĀ script developmentĀ 

  • Manage graphics artistsĀ through presentation and other collateral development.Ā Ā 

  • Coordinate internal and external resources (orals coach, technical, management, graphics, specialty) to ensure compliant, compelling presentation development and delivery.Ā Ā

RequiredĀ QualificationsĀ 

  • Bachelor’s degree with a concentration in business administration orĀ related field or equivalent, relevant work experienceĀ 

  • Minimum ofĀ 10Ā years of experienceĀ in proposal managementĀ 

  • ProvenĀ track recordĀ of managing and winningĀ proposalsĀ $100M and aboveĀ 

  • Thorough understanding of and ability to incorporateĀ competitive analysis, customer analysis, win strategy development, and price-to winĀ analysis.Ā 

  • Experience with proposal automation tools and generative AI solutions.Ā 

  • Comprehensive understanding of federal contracting processes, FAR/DFARS regulations, and government procurement practices.Ā 

  • Exceptional writing, editing, and communication skillsĀ 

  • Strong organizational and project management abilities with attention to detailĀ 

  • Ability to manage multiple proposals simultaneouslyĀ and prioritize competing projectsĀ 

  • Ability to deliver quality work on tight deadlines, with strong organization and priority setting skillsĀ 

  • Advanced working knowledge with Microsoft Office, SharePoint, Adobe, Teams.Ā Ā

Preferred QualificationsĀ 

  • ExperienceĀ onĀ Base Operations and Security Services MATOCsĀ 

  • APMP / Shipley certificationsĀ 

  • MS Project, Visio experienceĀ 

Physical Requirements and Work ConditionsĀ 

  • Work involves sitting and standing for prolonged periods of timeĀ 

  • Work is normally performed in a typical interior/office work environment; travel within the United States isĀ requiredĀ
