Project Overview

This project supports the migration,modernization, and upgrading of critical Human Resources, financial, andadministrative systems to agency-standard platforms. The System SoftwareProgrammer will design, develop, implement, and maintain scalable applicationsusing the Angular framework, support backend integrations, and apply DevOpspractices to enable secure, reliable, and streamlined software delivery.

The resource will collaborate with HR, IT,Finance, infrastructure, and other technical teams to translate business andtechnical requirements into effective system solutions. Responsibilitiesinclude developing application components, maintaining CI/CD pipelines,automating deployments, conducting code reviews and system testing, supportingsystem upgrades, modernizing legacy applications, and maintaining accuratetechnical documentation.

The role will ensure that systemarchitectures, codebases, applications, and deployment pipelines followindustry best practices, agency IT security standards, and applicable federaland state regulations. The ideal candidate should be self-motivated, team-oriented,able to work with limited supervision, and responsive to priority assignmentswhile supporting the reliability, continuity, performance, and long-termsustainability of critical enterprise systems.

Duties/Responsibilities:

Application Development and System Support

  • Develop, enhance, and maintain financial and administrative applications using Angular and modern software-engineering practices.
  • Understand existing system architectures, integrations, and dependencies, including interfaces with SCEIS and other enterprise platforms.
  • Identify technical gaps, performance issues, and modernization opportunities within legacy systems.
  • Implement secure, reliable, scalable, and maintainable software solutions.
  • Maintain technical documentation, coding standards, and development procedures.
  • Support all phases of the software development lifecycle, including design, development, integration, deployment, and maintenance.

DevOps Testing and Implementation

  • Develop and maintain CI/CD pipelines that automate build, testing, and deployment processes.
  • Perform unit, integration, regression, and automated testing to ensure code quality and system reliability.
  • Support system upgrades, code refactoring, security patches, and platform-modernization initiatives.
  • Assist with production deployments and collaborate with infrastructure teams to ensure stable and secure releases.
  • Coordinate release schedules with cross-functional stakeholders and support the successful implementation of system updates.

Technical Documentation and Knowledge Sharing

  • Create and maintain documentation for application architecture, APIs, system integrations, and deployment processes.
  • Document coding standards, DevOps workflows, security requirements, and development best practices.
  • Provide technical guidance and collaborate with team members to improve development practices and knowledge sharing.
  • Data Integrity Reporting and Integration Support
  • Develop and maintain application logic and API integrations that ensure data accuracy, integrity, and consistency across HR and administrative systems.
  • Build or optimize system components that support Power BI and similar reporting platforms.
  • Troubleshoot data inconsistencies and implement technical solutions that improve system performance and customer satisfaction.

System Optimization and Modernization

  • Refactor legacy code and migrate aging applications to modern frameworks and platforms.
  • Identify opportunities to automate manual workflows and improve operational efficiency.
  • Collaborate with HR, Finance, IT, and other subject-matter experts to understand functional needs and translate them into technical solutions.
  • Participate in gap analyses to align current system capabilities with future-state technical requirements.
  • Project Participation and Cross-Team Collaboration
  • Contribute technical expertise to project plans, development schedules, and resource estimates.
  • Participate in technical design reviews, sprint planning, and Agile development ceremonies.
  • Update and track work items in the ticketing system to maintain transparency and accurate progress reporting.
  • Identify technical risks, recommend solutions, and support successful project delivery.
  • Promote a collaborative and solution-focused environment that supports project momentum and team success.

Collaboration, Communication, and Security

  • Work closely with HR, IT, Finance, and infrastructure teams to ensure applications align with business requirements and architecture standards.
  • Update and maintain technical content in SharePoint and other collaboration platforms.
  • Follow all development, information-security, and data-protection standards and comply with applicable federal and state regulations.
  • Assist in developing policies and procedures aligned with cybersecurity and information-risk-management requirements.
  • Support data classification and protection based on criticality, confidentiality, and regulatory requirements.
  • Ensure solutions align withNIST 800-53, FISMA, South Carolina information-security requirements, and otherapplicable security standards

Requirements

Education and Certifications:

  • Bachelor's or Master's Degree in a relevant field of work or equivalent work experience.

Required Skills:

  • 3+ years of experience refactoring legacy code.
  • 3+ years of experience with enterprise-level system modernization.
  • 3+ years of state or federal government experience.
  • 3+ years of experience developing modern web applications using PrimeNG, TypeScript, JavaScript, HTML, and CSS. Experience with all listed technologies is required.
  • 3+ years of experience developing RESTful APIs and backend services using ASP.NET Core and C#.
  • 3+ years of experience with Microsoft SQL Server, including database design, data modeling, stored procedures, performance-optimized queries, and SQL troubleshooting.
  • 3+ years of DevOps experience, including CI/CD pipelines, automated builds, deployments, and environment troubleshooting.
  • 5+ years of experience performing manual and automated system testing throughout the software development lifecycle.
  • 3+ years of experience creating technical documentation.
  • Familiarity with data privacy, information-security standards, and regulatory requirements applicable to state and federal systems, including HIPAA, CJIS, and NIST.


Preferred Skills:

  • Experience supporting IT development and implementation projects.
  • Experience with Power BI or data pipelines that support reporting and analytics.
  • Familiarity with infrastructure or cloud technologies, such as Microsoft Azure.
  • Experience using SharePoint or similar collaborative content-management platforms.
