Program Manager – Federal Financial Transformation – Ft. Belvoir (Onsite)

BizFirst is assisting our client with recruiting a full-time Program Manager to support a high-impact federal financial transformation initiative in Washington, DC. Our client is a boutiqueconsulting firm that employs professionals with niche expertise to help the federal governmentexecute strategic initiatives, optimize financial processes, modernize IT systems, and implementEnterprise Resource Planning (ERP) solutions.

What will you do

In this role, you will serve as a Program Manager for a DoD agency's financial modernizationefforts. You will provide programmatic oversight of ERP and enterprise system migrationactivities, direct stakeholder engagement strategies, and drive compliance with federal audit andreporting standards. The ideal candidate brings deep experience managing Agile teams, leadingtransformation efforts in government environments, and aligning technology solutions withmission-critical outcomes.

Responsibilities

  • Lead and oversee federal financial transformation programs involving ERP systems suchas DAI

  • Manage enterprise migration efforts (e.g., EPM/Hyperion), including stakeholderengagement, fit-gap analysis, and risk mitigation

  • Coordinate across functional teams to align project activities with financial reportingrequirements and audit readiness (OMB A-136, SFFAS)

  • Apply Agile delivery methodologies and ensure adherence to ISO 9001:2015 qualitystandards

  • Utilize tools such as Microsoft Project, JIRA, and Power BI for status tracking, milestonemanagement, and deliverable oversight

  • Collaborate with DCAA and DFAS stakeholders and operate within platforms such asADVANA, QDD, and SharePoint automation environments

  • Develop, implement, and report against program metrics, milestones, and performancebenchmarks

  • Provide strategic advice to senior government stakeholders and guide changemanagement efforts across the organization

  • Ensure compliance with federal internal controls and participate in audit readinessreviews and remediation planning

  • Prepare and deliver briefings, reports, and presentations to senior leadership Requirements

  • Bachelor’s degree from an accredited institution

  • Minimum of 10 years of experience in program or project management, with a focus on

    financial oversight and asset management

  • Proven success managing large-scale transformation efforts within federal financial

    environments

  • Familiarity with ERP systems (e.g., DAI), enterprise platforms (e.g., Hyperion), and

    federal reporting frameworks

  • Demonstrated ability to lead Agile teams and enforce quality assurance standards such as

    ISO 9001:2015

  • Strong analytical, organizational, and communication skills

  • Proficient in project management and reporting tools (Microsoft Project, Power BI,

    JIRA)

  • Experience working with DCAA systems, DFAS interfaces, and related federal

    infrastructure
