Established in 1970, Boley Centers, Inc., is a private, non-profit organization serving individuals with mental disabilities, individuals and families who are homeless, Veterans and youth in Pinellas County.

Boley Centers, Inc., a nationally recognized and accredited behavioral health care agency, has an opening for a full-time Program Manager to work with the Treatment of Individuals Experiencing Homelessness (TIEH) program.

The TIEH Program Manager will be responsible for management of the TIEH program located at the Pinellas County Sherriff’s Office Emergency Shelter (Safe Harbor) and funded through Pinellas County Health & Human Services. This is a multi-organizational collaborative effort between Boley Centers, Pinellas County Sheriff’s Department, Pinellas County, and Eleos (previously known as PEMHS). The Program Manager will manage the delivery of services and assure services are delivered in accordance with regulations and regional policy and the documentation and deliverables that come from both the Department of Children and Families (DCF) Grant and a SAMSHA grant.

JOB DUTIES/RESPONSIBILITIES

  • Monitor staff to determine adequacy of services provided to residents/consumers of Safe Harbor, recommending and taking corrective actions as needed. Ensure resolutions are determined and implemented.
  • Ensure reports are completed accurately and in a timely manner and are submitted to the appropriate monitoring agencies.
  • Implement recovery oriented case management/social work model that connects clients to housing resources, proper insurance, and applications to entitlements.
  • Encourage collaboration between Case Management team and partners within and outside of the Safe Harbor Shelter.
  • Ensure, by frequent inspections, assigned areas are maintained in good repair and meet CARF requirements and coordinate maintenance and repairs of facilities. Formulate and implement corrective actions in response to inspections by AHCA, DCF, CARF and other regulatory agencies.
  • Attend committee meetings and activities which may involve treatment plan reviews, residential screenings, staff and management related issues, training, quality improvement, utilization review and others.
  • Ensure accurate census data are consistently maintained and admissions and discharges reported correctly and maintains proper documentation related to intake, transfer, discharge and other consumer movement.
  • Coordinate the activities of team members so the principles of the recovery model are effectively implemented and develop responsive services for consumers to ensure consumer needs and priorities are met and work with team members to assess the needs of each consumer to develop meaningful and individualized recovery goals.
  • Document individual and team activities including individual services and program outcomes and participates in program planning meetings that facilitate the implementation of the supported housing program.
  • Monitor the Program budget and approve use of support funds.
  • Coordinate access of community resources to supported housing staff through training, counseling and assistance and monitor the quality and timeliness of consumer treatment plans per guidelines, ensuring staff compliance with Medicaid, CARF and other requirements.

EDUCATION AND EXPERIENCE

Master’s degree in human services or related field required. No substitution permitted. Education must be from an accredited school, college, or university. LCSW, LMHC, or LMFT preferred.

At least one year of supervisory experience required. Three to four years relevant experience in human services with some experience working with mentally ill adults preferred. Experience with launching new programs and compliance with grant requirements preferred.

SPECIAL REQUIREMENTS

Valid Florida driver's license required.

Must pass a Level 2 background check and drug screen.
