JOB DESCRIPTION:
Pinao Consulting,LLC is seeking a Junior-Level Data Scientist to support the Vision Center ofExcellence (VCE) Data Analytics and Epidemiology Support Services contract. TheVCE supports efforts to prevent, diagnose, mitigate, treat, and rehabilitate militaryeye injuries and uses the Defense and Veterans Eye Injury and Vision Registry(DVEIVR) and other Department of Defense and Department of Veterans Affairsdata sources to improve vision readiness, treatment, outcomes, research, andpolicy. Working under the guidance of senior and mid-level team members, thisposition provides data preparation, analysis, reporting, visualization usingTableau and Power BI, documentation, and quality-control support for ocular,vision, clinical, and population health data.
DUTIES and RESPONSIBILITIES:
· Assist withanalyzing, verifying, refining, and maintaining data models and component viewswithin VCE systems, including data from Defense Health Agency and Department ofVeterans Affairs medical systems.
· Support reviewsof DVEIVR data models, data logic, business rules, ontologies, and vocabulariesby documenting findings, tracing data elements, and helping identify potentialgaps.
· Clean, transform,integrate, validate, and analyze structured and unstructured data sets usingStructured Query Language (SQL), R, Python, flat files, and Extensible MarkupLanguage (XML).
· Write and executeSQL queries under technical guidance to extract, summarize, and validate datafor approved data requests, reports, and dashboards.
· Assist withdeveloping and testing algorithms for information retrieval, text extraction,classification, entity resolution, link analysis, semantic indexing, andrelated analytic activities.
· Support thedevelopment and maintenance of data marts, data structures, tables, views,indexes, extract-transform-load (ETL) processes, and semantic datarepresentations.
· Assist withdeveloping, publishing, testing, and maintaining reports, dashboards,templates, and user interfaces using tools such as R, Tableau, Qlik, MicrosoftPower BI, and Python.
· Perform routinedata-quality checks, reconcile results, document anomalies, and elevateprogramming, metadata, data integration, or reporting issues to senior teammembers.
· Collaborate withclinicians, epidemiologists, data architects, functional analysts, projectmanagers, developers, and end users to clarify data needs and support deliveryof usable data products.
· Assist withmaintaining clinical and vision-related case definitions, algorithms,ontologies, vocabularies, semantic models, data dictionaries, and searchablelibraries.
· Prepare andupdate technical documentation, including data maps, data rules, querydocumentation, data summaries, report design information, data dictionaries,and standard operating procedures.
· Create cleartables, charts, visualizations, briefing materials, and written summaries fortechnical and nontechnical stakeholders.
· Support ETLpipeline development and maintenance and assist with approved artificialintelligence and machine learning activities, including data preparation,feature development, model testing, validation, and documentation.
· ProtectControlled Unclassified Information, Personally Identifiable Information, andProtected Health Information; maintain data integrity and comply withapplicable government privacy, cybersecurity, and access requirements.
· Perform otherdata science and analytics support activities required for VCE-approved datarequests and contract deliverables.
Requirements
REQUIREDQUALIFICATIONS:
To be consideredfor this position, you must minimally meet the knowledge, skills, and abilitieslisted below.
Skills /Qualifications:
· Familiarity withbusiness intelligence and data visualization tools, including Tableau andMicrosoft Power BI, for developing interactive dashboards and reports.
· Foundationalexperience in data science, data analytics, statistical programming, databasequerying, data management, or a closely related field through employment,internships, academic research, or applied projects.
· Working knowledgeof SQL and at least one analytical programming language, such as R or Python.
· Experiencecleaning, organizing, transforming, and validating data for analysis.
· Ability todevelop basic queries, data summaries, visualizations, reports, dashboards, orother analytic products with technical guidance.
· Basicunderstanding of relational databases, data models, business rules, metadata,data mapping, and data quality principles.
· Familiarity withone or more business intelligence or visualization tools, such as Tableau,Qlik, or Microsoft Power BI.
· Ability to followdocumented methods, maintain reproducible work, and clearly documentassumptions, code, data transformations, and results.
· Stronganalytical, problem-solving, organizational, and attention-to-detail skills.
· Effective writtenand verbal communication skills and the ability to collaborate in amultidisciplinary team environment.
· Experience withhealthcare, clinical, population health, military health, ophthalmic, orvision-related data is preferred.
· Exposure to ETLprocesses, artificial intelligence, or machine learning through coursework orapplied projects is preferred.
Education:
· Bachelor’s degreein statistics, data science, computer science, informatics, mathematics,engineering, public health, or a related quantitative field; or an equivalentcombination of education, training, and relevant experience. A master’s degreeis preferred but not required.
SecurityClearance:
· Secret SecurityClearance or ability to obtain one required
