PinaoConsulting Group is seeking an experienced Technical Writer to support theDepartment of Defense and Veterans Administration (VA) Vision Center ofExcellence (VCE).  This full-timeposition shall provide technical writing expertise in support of theEpidemiology and Data Analytics Support  effort for the VCE.  The person in this role will contribute tostudies and investigations  involvingocular trauma, vision-threatening conditions, and other scientific areas thatwill enhance the understanding, prevention, and treatment for the U.S. Militaryand Veteran population. The Technical Writer shall review relevant literaturesources, regulatory documents and protocols, prepare Human Research Protectiondocuments, access and utilize multiple data sources, and conduct advancedassessment of the epidemiological and bio-statistical analyses, with theobjective of developing reports. Reports may include DoD and/or VA-specificproducts or professional papers for potential submission to peer-reviewedjournals.

 

DUTIES and RESPONSIBILITIES:

·        Combinewriting and communication skills with detailed knowledge and understanding of epidemiologicalstudies. 

·        Providerecommendations for presentation of the research findings and statistics fromthe analysis of ocular data.

·        Confirmand validate with the Program Manager, Senior Data Scientist and theEpidemiologists the data set, format for data presentation, timeline(s) for analysis,review and quality control, and publication of results; etc.

·        Present therequested information to the government for review and approval.

·        Prepareand submit a monthly report of biostatistical activities including but notlimited to: requestor information, organizational affiliation, team members’ workhour allocations for tasks and related meetings and activities, and financialreporting summary, .

·        Identifyand develop standard operational procedures (SOP) to support the team’s analyticalprocesses for data management, data cleaning, and analysis. Assist withpreparing a list of proposed SOPs for submission to the Government for review,concurrence, and setting of priorities. SOPs will be amended and/or expandedbased on data management processes and lessons learned.

·        Submitanalytical findings according to documented and approved brief formats andpresentation (face to face, video teleconference, phone, etc.). Review andconfirm with the data requestor the format for briefings, change processes,etc. and submit the final draft to the Government for review and approvalaccording to Government schedule.

·        Developa client-approved format for presenting lessons learned at the completion ofeach bio-statistical project. The Government will define the type ofbio-statistical project and parameters for completion at the time the projectis proposed and/or assigned.

·        Support theSenior and mid-level Epidemiologists in the analysis of the trends, magnitude,and impact of ocular trauma, vision-threatening conditions, and othermulti-sensory/scientific areas as needed, across the U.S. Military and Veteranpopulation. This will include assessment of adverse effects on military jobperformance and military retention, and well as advanced analysis and modelingand working with other VCE and/or Defense Health Agency (DHA) J-9 teams, bothinternal and external.

·        Must be able toproduce a wide range of information, educational and promotional material, inaddition to draft regulatory documents and provide the program manager withprogress reports on project milestones at stated intervals during the projectlifecycle. 

·        Develop,maintain, and document a process for designing and writing reports andpublications based upon the epidemiological studies related to ocular, vision,and/or clinical related data. 

·        Prepare clear andconcise written reports, correspondence and professional papers for potentialpublication via submission to peer-reviewed journals and for presentation atvision health conferences.

·        Preparethe final draft documents for publication, including study briefs,presentations, and submissions. Publications may include technical reports fordissemination within the DoD and VA medical community channels or professionalpapers for submission to peer-reviewed medical journals. 

·        Facilitateobtaining approval from relevant Government authorities for public distributionof reports and papers, including the DoD and VA Human Protection Offices andPublic Affairs Offices.

·        Develop a detailedproject plan for assigned topics, including data sources, timeline, data access,and data security requirements. 

·        Update the projectplan every other month after the initial deliverable is submitted to reflect currentcontent and modifications.

·        Deliver to theProgram Manager the final technical report/publication paper.



Requirements

Skills /Qualifications:

·        Two to six yearsof experience in technical writing for statistical data analysis, with anemphasis in ocular health or another medical field.

·        Strongconsulting, analytical and quantitative skills.

·        Experienceworking with data analytics using statistical tools and platforms such as SAS,SPSS, R and Python.

·        Track record ofeffective collaboration within a cross-functional environment with people ofdiverse backgrounds.

·        Demonstratedability to combine scientific knowledge with writing skills and aptitude topresent complex medical and life sciences information clearly and accuratelyfor a range of different audiences, including clinicians, researchers, policymakers and the general public.

·        Writers must havegood research skills and the ability to gather, analyze and interpret data frompublished and Internet sources.

·        Must be aself-starter, with a demonstrated ability to develop collaborative workingrelationships and the flexibility to manage multiple, time-critical tasks.

·        Must possessstrong spoken and written communications skills.

·        Skilled in MSWord/Excel/ Power Point.

 

Education:

·        Bachelor’s degreein science, medicine, journalism, English, or communications OR an equivalentcombination of education and work experience. 

 

SecurityClearance:

·        Must be a U. S.Citizen and be able to obtain and maintain a SECRET clearance with DoD. 

·        Current SECRETclearance is preferred. 

 

Work Experience:

·        2 to 6 years ofexperience in technical writing for statistical findings from scientific researchprojects, with an emphasis in ocular health or another public health or medicalfield.

Short-Term Disability: Short-Term Disability Insurance is providedby Lincoln Financial CA. Pinao pays 60% of the premium for each eligibleemployee up to $2,000.

Long-Term Disability Insurance: DisabilityInsurance is provided by Lincoln Financial CA. Pinao pays 60% of the premium for each eligible employee up to $9,000.

401K: Pinao provides a 401K plan through Betterment.Pinao pays for all administration fees and provides matching funds up to 4% ofa participating employees’ gross income.

Temporary duty: (Two Weeks – 80 hours) Military Leave: In additionto the rights and benefits provided to Employees taking Extended Military,eligible Employees who must be absent from their job for a period of not morethan ten working days each year in order to participate in temporary militaryduty are entitled to as many as ten days paid military leave. All benefits willcontinue during a Employee’s temporary military leave.

All Other (Extended) Military Leave: Employees ordered to active duty and directed to participate inextended military duties in the U.S. Armed Forces that exceed ten working dayswill be placed on an unpaid military leave of absence status for a period of aslong as five years and will be entitled to the rights and benefits afford tothem by law and corporate policy.

RemoteLocation Allowances: Pinao policy allows for Hybrid/Work from Home within the following constructs:
