Traffic Regulation Order (TRO) Engineer

Rate: £23.89 per hour (Umbrella)

Working Hours: Monday to Friday, 9:00am to 5:00pm
Working Pattern: Hybrid Working (3 Days Working from Home)

Summary


Coventry City Council is in search of a seasoned Traffic Regulation Order (TRO) Engineer to provide expert assistance in executing Traffic Regulation Orders linked to the Council's Local Network Improvement Programme (LNIP) and other externally funded capital transport initiatives. This position is pivotal in ensuring that statutory Traffic Regulation Orders are implemented effectively, adhering to budgetary and timeline constraints, thereby facilitating the advancement of crucial highway and transport enhancement projects to the construction phase. As part of the Traffic Management Team, you will oversee a comprehensive programme of TROs, including speed limits, parking regulations, movement controls, and various traffic management strategies.

Responsibilities


  • Oversee the complete process of delivering Traffic Regulation Orders (TROs) for LNIP and externally funded projects.
  • Develop TRO schedules, notices, statements of reasons, and accompanying legal documents.
  • Organize statutory consultations, public engagement efforts, and formal advertisement activities.
  • Evaluate objections and feedback, preparing recommendations for decision-makers.
  • Collaborate with Legal Services to advance Orders through sealing and implementation stages.
  • Work closely with project managers, highway engineers, and designers to incorporate TRO requirements into project timelines.
  • Offer technical guidance on traffic management proposals and legal obligations.
  • Draft reports, briefing notes, and recommendations for senior officers and elected officials.
  • Engage with residents, businesses, emergency services, transport operators, developers, and other stakeholders.
  • Address inquiries, complaints, and objections concerning traffic regulations.
  • Track the progress of active TROs and provide updates on the programme.
  • Contribute to continuous improvement initiatives within the Traffic Management service.

Requirements

Requirements:

  • Proven experience in preparing and executing Traffic Regulation Orders within a Local Authority or highways setting.
  • In-depth knowledge of the Road Traffic Regulation Act 1984 and related legislation.
  • Experience in managing statutory consultation and public engagement processes.
  • Proficiency in preparing technical reports and recommendations.
  • Experience in highway, traffic management, or transport projects.
  • Comprehensive understanding of TRO procedures and statutory processes.
  • Excellent written and verbal communication skills.
  • Strong organizational and project management abilities.
  • Capability to analyze objections and formulate suitable recommendations.
  • Exceptional stakeholder management and negotiation skills.
  • Ability to handle multiple priorities and meet strict deadlines.

Desirable


  • Proficiency in using GIS, CAD, or TRO management systems.
  • Experience in Local Authority highways.
  • Experience supporting capital transport programmes.
  • Experience with externally funded transport projects.
