The Program Manager provides executive-level leadership,management, and oversight for a complex federal IT and cybersecurity program.The Program Manager is accountable for the performance of the integratedcontractor team, including subcontractor personnel, and serves as a primaryinterface between company leadership and Government stakeholders.
The position is responsible for ensuring technical,operational, contractual, staffing, financial, quality, and schedule activitiesremain aligned with mission objectives. The Program Manager must havesufficient organizational authority to make decisions, commit companyresources, resolve performance issues, and proactively identify contractual,programmatic, staffing, or resource constraints that could affect missionexecution.
Responsibilities include but not limited to:
- Direct and oversee all contractorand subcontractor activities supporting the program.
- Provide leadership across IT,cybersecurity, engineering, operational support, data, cloud, softwaredevelopment, and program management functions.
- Maintain effective communicationbetween Government stakeholders, company leadership, technical teams, andsubcontractors.
- Establish and maintain programgovernance, management processes, schedules, performance controls, riskmanagement processes, and reporting mechanisms.
- Monitor program performanceagainst technical, schedule, staffing, quality, and financial objectives.
- Oversee workforce planning anddetermine manpower requirements across diverse technical disciplines and laborcategories.
- Manage staffing, personnelperformance, subcontractor integration, and resource allocation.
- Support financial management,forecasting, cost monitoring, and contract performance analysis.
- Identify risks, issues, resourceconstraints, and potential performance impacts early and drive correctiveactions.
- Ensure deliverables, technicalactivities, and operational services meet established quality and performancerequirements.
- Lead executive-level programreviews and communicate program status, risks, decisions, and required actions.
- Exercise authority to make timelydecisions and commit organizational resources when required to maintain programperformance.
Requirements
- Active TS/SCI clearance.
- Active PMP certification.
- Minimum of 10 years of experiencemanaging a project or program of comparable size and complexity.
- Minimum of 5 years of experienceoverseeing and determining manpower requirements for programs or projectsinvolving diverse technical skill sets and labor categories.
- Minimum of 5 years of experienceperforming financial and contract performance monitoring, including the use ofperformance metrics.
- Demonstrated experience managingmultidisciplinary technical teams and subcontractors.
- Demonstrated ability tocommunicate effectively with senior Government and corporate stakeholders.
- Demonstrated experience managingprogram risks, resources, schedules, staffing, and performance.

- Experience leading complex federalIT or cybersecurity programs.
- Experience managing programs thatcombine enterprise IT operations, cybersecurity, cloud, DevSecOps, data, andsoftware engineering.
- Experience managing geographicallydistributed technical teams.
- Experience supportingmission-critical environments with demanding availability and operationalrequirements.
