The Sr. Technical Program Manager provides management andoversight of contractor personnel and technical activities supportingenterprise IT operations, architecture, data, and related mission capabilities.
The position serves as a primary interface between thecontractor organization and Government stakeholders. The Sr. Technical ProgramManager is accountable for coordinating technical execution, maintainingvisibility into requirements and activities, supporting financial and businessprocesses, and ensuring the quality and efficiency of contractor performance.
The individual must be able to lead multidisciplinarytechnical teams while maintaining effective communication among Governmentstakeholders, contractor personnel, subcontractors, architects, engineers, andoperational teams.
Responsibilities include but not limited to:
- Providemanagement and oversight of contractor personnel and assigned technicalactivities.
- Coordinatework performed by prime contractor and subcontractor personnel.
- Facilitateeffective communication between Government stakeholders and contractor teams.
- Track anddocument technical requirements, activities, risks, decisions, and performance.
- Maintainvisibility into execution so stakeholders can continuously monitor program andtechnical performance.
- Ensureassigned work meets established quality, schedule, technical, and operationalrequirements.
- Coordinateenterprise architecture, data, infrastructure, operational, and other technicalactivities as assigned.
- Supportfinancial and business processes associated with program execution.
- Identifytechnical, staffing, contractual, schedule, and resource issues before theyaffect mission execution.
- Coordinatedependencies among technical teams and workstreams.
- Providemanagement-level status reporting and decision support.
- Exercisesufficient organizational authority to resolve contractor performance issuesand commit contractor resources within delegated authority.
Requirements
- Active TopSecret/SCI Clearance
- Active PMPcertification.
- Demonstratedability to lead multidisciplinary technical teams.
- Demonstratedexperience managing technical requirements, schedules, risks, dependencies, andperformance.
- Strongwritten and verbal communication skills suitable for interaction with seniorGovernment and contractor stakeholders.
- Ability tomanage work across enterprise IT, architecture, data, infrastructure,cybersecurity, or related technical domains.
- 8 or more years of progressivelyresponsible experience supporting complex IT, cybersecurity, enterprisearchitecture, data, or technology programs.
- Experience supporting federal orDepartment of Defense mission environments.
- Experience leading geographicallyor functionally distributed technical teams.
- Experience with enterprisearchitecture, data strategy, cloud, infrastructure, DevSecOps, or IToperations.
- Experience managing subcontractorsor integrated contractor teams.
