Job Details: Job Location: Town Hall - Eagle, CO, Position Type: Full Time, Salary Range: $110631.00 - $135523.00Salary/year, Position Title:       Building OfficialDepartment:         Community DevelopmentReports to:           Community Development DirectorDirect Reports:     Building Inspector and Permit TechnicianFLSA Status:         ExemptLocation:              Town of Eagle, 200 Broadway, Eagle, CO  81631Pre-Hire Requirements: This position requires passing a pre-hire drug test and criminal background check. Job Summary: This position manages and performs the enforcement and regulation of the minimum standards to safeguard life, health, property, and welfare standards of the adopted Town Ordinances regarding design, construction, quality of the materials, use and occupancy of all buildings and structures within the Town of Eagle. The Building Official serves as a working manager for a small department and is expected to foster long-term operational continuity, consistent code interpretation, clear communication, professional development, and effective delegation among Community Development staff.Essential Functions: The list below intends to be illustrative of the responsibilities of the position and not all encompassing. The Town may change these duties at any time. Leads the development and implementation of Building Department policies, procedures, priorities, and service standards in coordination with the Community Development Director, Town Manager, and Building Department staff. Schedules and conducts inspections of buildings and structures such as office buildings, residents, and commercial buildings to determine that construction complies with approved plans and/or applicable codes and ordinances. Ability to do commercial and residential plan reviews in the field and office, inspect buildings and plans in course of construction, alteration, and repair for adequacy of foundation, structure, safety and for conformity to existing code requirements; inspect footings, stem walls, caissons, reinforcing, weather proofing, drywall and framing to insure adequate conformity to the design and codes. Examine plumbing and heating groundwork, heating, and ventilation; check construction plans for compliance with codes and regulations; advise plumbers, contractors and homeowners in design or relocating plumbing, heating or other changes in new construction or existing buildings. Reviews inspection results with contractors, sub-contractors, homeowners, and/or other relevant parties.  Prepares and issue building permits and Certificates of Occupancy. Works with Community Development Team to ensure compliance with land use development code. Reviews all relevant building, fire, plumbing, mechanical and energy codes. Provides interpretation and recommendations to ensure compliance with the intent of each code. May require outside agency support (i.e., fire department). May assist with building damage assessment inspections. Investigates complaints relating to unsafe structures; prepares written reports, issues notice to correct code violations, issues Stop Work notices and court summons; may testify in court regarding violations. Enforces the adopted building codes; serves as primary contact for inquiries regarding building code compliance inquiries; serves as primary party for information related to building codes and amendments. Attends Council meetings as required; prepares monthly staff reports; facilitates the adoption of building codes and amendments as necessary; prepares statistical data. Maintains building department records, including plans, permits, and inspection records. Attends meetings, seminars, and functions relating to building construction and fire safety. Provides an ethical commitment to protecting the health, safety, and welfare of residents and visitors in the Town of Eagle. Provides day-to-day leadership, coaching, and technical support to the Building Inspector and Permit Technician; establishes clear roles, expectations, communication practices, and shared accountability.  Promotes consistent and documented code interpretations, plan review practices, and inspection decisions; encourages constructive technical discussion and considers qualified staff input before significant departmental decisions when appropriate.  Delegates work and authority appropriately, supports independent professional judgment within adopted codes and Town policies, and balances supervisory responsibilities with hands-on plan review and field inspection duties.  Supports staff training, ICC certification, continuing education, cross-training, and succession planning to strengthen department capability and continuity.  Remains educated on technological and code changes. Performs related work as required.Other Duties: Assists in the creation of necessary programs, processes, policies, and procedures for assigned responsibilities. Performs duties requiring discretion and independence of action; manages confidential matters; manages a variety of administrative details which involve contact with various officials in the public service and private industry. Coordinates with administrative staff to compose and process a variety of correspondence, reports, forms, and other materials; examines for accuracy and completeness; resolves discrepancies, consulting with employees as appropriate. Keeps informed of pertinent new rules, regulations, and legislation. Knowledge of municipal government with an ability to acquire a knowledge of agency or department procedures, policies and pertinent functions, ordinances, and regulations. Ability to prioritize a wide scope of duties and multiple projects simultaneously. Ability to use a personal computer, including word processing, presentation, database, and spreadsheet programs. Ability to perform duties requiring discretion and independence of action; manages confidential matters; manages a variety of administrative details which involve contact with various officials in the public service and private industry; exercise initiative and sound judgment and to react resourcefully under varying conditions. Supports and champions building and sustaining a culture focused on continuous improvement.Education, Training and Certifications: Education: High School Diploma or GED required Bachelor’s Degree with an emphasis in Construction Management, Construction Technology, Engineering, Public Administration, or a related field of study preferredExperience: Minimum of four years as a building inspector required. General knowledge of municipal planning and building processes is desired. Certifications preferred: ICC certified building plans examiner ICC certified building inspector ICC certified plumbing or mechanical inspector ICC Certified Building Official strongly preferred at hire (or ability to obtain within two years of hire) Valid Colorado State Driver’s License and Satisfactory Motor Vehicle Record (MVR). Equivalent combination of education and experience may be acceptable.Physical Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to lift, carry or move moderately heavy materials, supplies, and equipment (25-50 lbs.) frequently, objects weighing 50-75 lbs. occasionally.Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this position, the employee will be exposed to the following: Travels via town vehicle to local construction sites, buildings, and structures.  Outdoor environment – exposure to unfavorable weather conditions. Occasionally exposed to cold and wet conditions, moving mechanical parts and equipment, high, precarious places, fumes, and airborne particles and toxic or caustic chemicals. The noise level in the work environment and job sites is moderate to very loud. Exposure to dirt, dust, wind, etc., can be expected.Expected Hours of Work:  Some flexibility in hours is allowed, but the employee should be available from Monday through Friday during the “core” work hours of 8:00 a.m. to 5:00 p.m. This position regularly requires long hours during the construction season and may attend some evening meetings.
