Compliance Officer (Planning Enforcement) – 3 Month Contract


Location: Civic Centre, High Street, Esher, Surrey, KT10 9SD
Rate: £35.00 per hour (Umbrella)
Contract: 3 Month Contract
Hours: 36 Hours Per Week
Working Pattern: Hybrid – 2 Days Office-Based / 3 Days Remote
DBS: None Required
Pay: Bi-weekly

Summary


We are seeking a skilled Compliance Officer to join the Development Management team at Elmbridge Borough Council for a short-term contract. This pivotal role involves investigating and addressing violations of planning regulations, ensuring developments adhere to approved plans, conditions, and legal requirements. The position requires managing a diverse caseload, conducting site investigations, collaborating with various stakeholders, and contributing to the Council's proactive planning enforcement initiatives across the Borough.

Responsibilities


  • Examine reported breaches of planning regulations.
  • Analyze planning histories, approved plans, and related documents.
  • Perform site visits and inspections to collect evidence.
  • Conduct interviews with property owners, occupants, and the public.
  • Facilitate compliance and resolution of planning violations.
  • Draft reports recommending enforcement actions.
  • Issue notices and prepare enforcement documentation.
  • Coordinate with Legal Services and other Council departments.
  • Prepare and present evidence for:
    • Appeals
    • Informal Hearings
    • Public Inquiries
    • Court Proceedings
  • Address inquiries from residents, Councillors, and stakeholders.
  • Assist with proactive enforcement projects and community engagement.
  • Provide comprehensive enforcement support across Planning Services, including CIL-related issues.

Essential


Requirements

Requirements:

  • Experience in Planning Enforcement, Development Management, or a similar planning environment.
  • In-depth understanding of planning legislation and enforcement processes.
  • Proficiency in interpreting and applying legislation, policy, and government guidelines.
  • Exceptional communication and customer service skills.
  • Strong investigative and problem-solving capabilities.
  • Proficient in record keeping and report writing.
  • Ability to work autonomously and handle a diverse workload.
  • Familiarity with planning and case management systems.
  • Possession of a full UK Driving Licence.

Desirable


  • Prior experience in Planning Enforcement within a Local Authority.
  • Degree or Diploma in Town Planning or a related field.
  • Membership or eligibility for membership with RTPI.
  • Experience in conducting site investigations and evidence collection.
  • Skilled in interviewing witnesses and obtaining statements.
  • Competence in reading and interpreting technical plans and drawings.
  • Access to a vehicle for site visits across the borough (pool car available).

  • Site visits, investigations, hearings, committee meetings, and court appearances may occasionally occur outside standard working hours.
  • A flexible and proactive approach is essential.
