Job Description Summary:

Works closely with the Custodian of Records in all decisions made regarding retention, disposition, and distribution of all agency records managing all areas of records management, retention and custody. Employees in this classification will understand the various DES record keeping systems.to include all audio, visual, digital, eMeds, PCR, Harford County Fire RMS and other such systems necessary for the collection, retention and preservation of records under the control of DES. These employees will have direct knowledge and control of the records being produced and are responsible, with concurrent approval of the County Law Department and pursuant to all applicable County, State and Federal laws, to make decisions on retention, disposition and dissemination of these records.

Job Description:

Salary Range: $47,980.00 - $129,813.00

BUDGETED SALARY: $50,000.00 - $52,000.00

EXAMPLES OF DUTIES:

(The following examples illustrate the work performed in the positions in the class. Positions may require some or all of these examples depending on the organization of work within the department.   • Works with the County Law Department to determine retention and disposition policies for all materials both physical and digital.
  • Coordinates, maintains and ensures compliance with Federal, State, County and Department rules, regulations, policies and procedures.
  • Responds to requests for, both within DES/County and from the MD States Attorney's Office, retrieving them and transmitting them appropriately.
  • Responsible for reviewing requested/disseminated calls for service received on 911 lines, business lines or radio transmissions by the Departments 911Dispatchers/Call takers.
  • Responsible for safeguarding records and ensuring compliance with all applicable standards.
  • Testifies on behalf of DES in both Circuit and District Court as required for any legal proceedings, trials or disposition hearings.


MINIMUM QUALIFICATION REQUIREMENTS:


Years of Experience:


  • At least one(1) year experience with digital documentation and information management.
  • Experience handling confidential and/or classified information preferred.

Education:


  • High School Diploma, GED or equivalent.
  • Associate's Degree in Criminal Justice, Paralegal Studies or related field preferred.

Certifications, Licensures and Examinations:

  • A valid Class C non-commercial driver's license with no more than three (3) points.
  • Upon employment must complete and maintain CPR, and any other relevant public safety training as deemed appropriate by the Director of Emergency Services.
  • Must maintain any relevant training and certifications as deemed necessary and relevant for the performance of their duties.

Knowledge, Skills and Abilities:

  • An understanding of the Federal Freedom of Information Act and the Maryland Public Information Act and Knowledge of HIPPA medical privacy regulations.
  • Possess skills in computer data entry and digital file organization/management aided dispatching, records management and electronic recordings;
  • Ability to communicate effectively, professionally, and proficiently as well as competency to testify in a courtroom setting.
  • Ability to work effectively with colleagues and others.
  • Ability to bend, stoop, kneel, and reach, and sit or stand for prolonged periods of time.
  • Ability to apply research techniques to a variety of problems.
  • Ability to quickly learn electronic systems, databases, and digital archiving.
  • Ability to focus on details to provide accurate information.
  • Ability to make interpretation of basic data.
  • Ability to work independently as well as coordinate work assignments of others.
  • Ability to express ideas, information and analysis in a clear, concise manner.
  • Ability to effectively implement strategy.
  • Ability to maintain effective working relationships.
