Job Description:  

The Spectral Solutions Division is seeking a Lead Program Financial Analyst to join our team. Our Financial Analysts play a key role in keeping our programs on track utilizing Earned Value Management (EVM) to provide accurate and complete information for our customers. We are seeking a proactive, self-starter with the ability to work effectively in a team environment.  Must possess excellent communication and interpersonal skills to be able to collaborate with key functional stakeholders including Program Management and Engineering. Ideal candidate must be detail oriented with strong organizational skills and capable of multi-tasking. Successful candidates will demonstrate an aptitude for efficiency, problem-solving, and resourcefulness, with a commitment to quality while developing their leadership skills as a key business partner.

 

Essential Functions: 

  • Partner with and provide guidance to Program Managers, Technical Leads, and Division/Sector leadership related to financial performance
  • Lead Earned Value compliance to CPR/IPMR requirements (all formats) with preparation of EV deliverables and variance analysis
  • Responsible for influencing day-to-day execution of all financial activity related to Programs, Proposals, Reviews, including the development of strategies necessary to achieve program financial goals
  • Program finance duties include: development/review of time-phased budgets; establishment of key performance metrics and milestones; ongoing reporting of Program(s) cost and schedule variances in accordance with company policy; ETC/EAC preparation and review, analysis and monitoring; maintenance and reporting of timely performance data to customer(s) and leadership
  • Ensure program EAC and revenue recognition adherence to L3 Harris policies; evaluate, make recommendations and implement corrective actions where gaps exist
  • Ownership of program(s) Sales, Operating Income and Cash Flow forecasts
  • Perform risk assessments to identify and mitigate program cost and schedule risks
  • Support and lead Finance transformation initiatives and identify opportunities for process and systems improvements

Qualifications: 

  • Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior program finance experience.

 

Preferred Additional Skills:

  • Experience with Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP)
  • Demonstrated proficiency with business financial management techniques including government and commercial contracts, earned value analysis, cost analysis, financial planning, cash flow, progress payments and billing milestones
  • Expert level knowledge of Earned Value and EVMS highly desired
  • Advanced experience with Excel and other MS OFFICE tools
  • Experience with Deltek Cobra, Peoplesoft and Hyperion is a plus
  • Self-motivated and strong interpersonal skills, including the ability to effectively work with people of all levels within the organization
  • Ability to proactively solve complex problems and issues in a timely manner with limited supervision
  • Strong sense of initiative, independence, closure, with ability to navigate multiple priorities within tight-deadlines
  • DoD contractor experience preferred
  • Security Clearance or the ability to attain one is preferred
