Project Manager (Medicaid/Provider Management)

Info-Matrix is seeking a proactive, execution-driven ProjectManager to join our team in Harrisburg, PA!

Inthis role, you will be responsible for the end-to-end planning, coordination,execution, and monitoring of all interface and integration workstreams relatedto a Medicaid/MMIS Provider Management Module. You will serve as the pivotal operationalbridge connecting client stakeholders, the PMM solutionvendor, downstream module vendors, integration broker/API gateway teams,and PMO leadership.

Theideal candidate blends proven project management disciplines with a solidunderstanding of system integration lifecycles (APIs, batch exchanges, EDI, webservices) within large-scale public sector health information systems.

InterfaceLifecycle & Workstream Management

·        End-to-End Coordination: Direct and monitor the planning,definition, development, end-to-end testing, and deployment of all inbound andoutbound PMM interfaces (e.g., trading partner data exchanges, verificationagencies, internal module integrations, and federal clearinghouses).

·        Scope & Schedule Control: Build, maintain, and baselinedetailed interface delivery schedules and work breakdown structures (WBS)aligned with the MMIS Integrated Master Schedule (IMS).

·        Dependency & Critical PathTracking: Proactively map cross-module interface dependencies, tracking technicalprerequisite tasks between the PMM contractor, integration broker teams, andlegacy/external data exchange partners.

·        Milestone Delivery: Drive interface milestones fromconceptual interface control documentation (ICD) through development,connectivity setup, system integration testing (SIT), user acceptance testing(UAT), and operational readiness review (ORR).

StakeholderLiaison & Vendor Integration

·        Vendor & Department Liaison: Serve as the primary projectmanagement point of contact for PMM interface matters, interfacing dailybetween Department leads, MMIS PMO leadership, and module vendorproject teams.

·        Facilitate Technical WorkingGroups: Organize, facilitate, and steer recurring Joint Interface Working Groups,technical walkthroughs, and Joint Application Development (JAD) sessions.

·        CMS Certification Support: Coordinate documentation andtesting evidence required for Centers for Medicare & Medicaid Services(CMS) Outcomes-Based Certification (OBC) / Medicaid Enterprise CertificationToolkit (MECT) milestones tied to provider data exchange.

Governance,Risk & Issue Management

·        Roadblock Identification &Resolution: Act as a proactive problem solver, identifying technical blockers, scheduleslippages, and scope friction early; formulate and execute risk mitigationstrategies and corrective action plans.

·        Action Item & Change Control: Track and resolve all interfaceaction items, defects, and change requests through formal Change ManagementBoard (CMB) governance processes.

·        Status Reporting & ExecutiveVisibility: Deliver clear, data-driven status reporting, weekly dashboard metrics, burndowncharts, and executive escalation briefs regarding interface health, milestones,and testing velocity.

Requirements

·        Minimum Experience: At least four (4) years of structured IT project management experienceleading multi-stakeholder system implementation, integration, or modernizationprojects.

·        Required Certification: Active Project Management Professional (PMP®) certification in goodstanding (Project Management Institute).

·        Healthcare / MMIS / StateGovernment Domain: Demonstrable experience working on Medicaid Management Information System(MMIS), state Department of Human Services / Health agency projects, orcomparable large-scale health information IT programs.

·        Interface & IntegrationFamiliarity: Direct experience coordinating system interfaces, APIs (REST/SOAP), EDItransactions, batch file transfers (SFTP), and enterprise data integrationpipelines across disparate vendor platforms.

·        SDLC Process Knowledge: Comprehensive understanding ofthe Systems Development Life Cycle (SDLC), Agile/Scrum and Waterfall deliverymodels, and testing phases (Unit, SIT, UAT, Regression, Interface Mock Runs).

·        Education: Bachelor’s degree in BusinessAdministration, Information Systems, Computer Science, Health Informatics, or arelated discipline from an accredited college or university.

·        Location & Presence: Preferred to be located in or willing to commute to Harrisburg, PA, with the ability toparticipate in scheduled on-site team meetings and clientsessions. Will consider exceptional remote candidates.

·        Provider Module Expertise: Prior hands-on familiarity withMedicaid Provider Management / Provider Enrollment & Screening modules,Electronic Visit Verification (EVV) integrations, or National Plan and ProviderEnumeration System (NPPES) interfaces.

·        Healthcare InteroperabilityStandards: Exposure to healthcare communication standards and frameworks (e.g., HIPAA EDI274/837/835, HL7/FHIR, MITA 3.0 framework).

·        Work Tracking & Backlog: Azure DevOps (ADO) / TFS foruser story management, defect tracking, work item boards, and backlog grooming.

·        Scheduling: Microsoft Project

·        Productivity & Reporting: Microsoft Office Suite (Teams,Excel, Word, PowerPoint, SharePoint) and business intelligence reporting (PowerBI or Tableau dashboards).
