SPOKANE COUNTY JUVENILE COURT

Job Summary:
PLEASE NOTE: THIS IS A GRANT-FUNDED POSITION, AND ONGOING EMPLOYMENT IS SUBJECT TO CONTINUED GRANT FUNDING.Limited Term Grant Position: This position provides skilled technical support to the judicial officers, Probation Counselor/Case Managers, and families engaging in At Risk Youth (ARY), Children in Need of Services (CHINS), and/or Truancy petitions within Spokane County Juvenile Court. Duties may include advising schools, youth, and/or families on the various programs, program requirements, and assisting the youth, families or schools with filing court action paperwork. Duties may include researching and compiling data, developing reports, and managing special projects or programs. Employees in this position work with considerable independence but under the direction of Juvenile Court Management.

ESSENTIAL JOB FUNCTIONS
● Educates and/or trains parents/guardians and youth about ARY and CHINS petitions, including the requirements for filing a petition.
● Provides information to parents/guardians and youth on the truancy process.
● Provides information to parents/guardians and youth about services available in the community.
● Provides information to the general public with various Becca Bill information and resources surrounding families’ needs with regard to At Risk Youth, Child in Need of Services, and Truancy.
● Facilitates and works closely with parents/guardians and youth to process and initiate At Risk Youth and Child in Need of Services relevant Becca pleadings.
● Reviews incoming case material for potential conflicts of interest, ex parte communications and other confidential matters.
● Manages, tracks and maintains information regarding cases; monitors pending caseload.
● Evaluates case status and follows up to ensure timely completion and resolution of assigned cases.
● Prepares tracking reports.
● Prepares a variety of correspondence.
● Coordinates interpreter services for hearings; completes and processes applicable orders with judicial officer and staff.
● Educates various agencies on the use of the Becca petitions including the Department of Social and Health Services, school districts, Spokane Mental Health, law enforcement, Crosswalk and drug/alcohol treatment centers.
● Works closely, and facilities communication with the Department of Children, Youth, and Families (DCYF) to complete the required family assessment on ARY and CHINS cases.
● Works with schools in processing truancy petitions.
● Assists pro se petitioners in CHINS matters with process to request legal representation.
● Follows the Unified Family Court concept of “One Family, One Judicial Officer” and researches other court cases that may exist for families.
● Maintains statistics of all ARY, CHINS, and Truancy petitions and other relevant information; provides monthly reports to Juvenile Court Management to confirm accuracy of departmental records. Analyzes data to identify trends.
● Conducts weekly information/orientation classes for potential petitioners and/or other parties to ARY, CHINS, or Truancy cases.
● Attends School Community Engagement Boards.
● Attends monthly BECCA Committee meetings and takes minutes.
● Reviews, analyzes, prioritizes and responds to requests for Court assistance.
● Coordinates dockets and works with various parties, including pro se petitioners, attorneys, minors, social workers, Probation Counselors/Case Managers, judicial officers, and social workers for court hearings by organizing litigants, updating the judicial officer(s) on case status.
● Serves as liaison for counsel and involved parties; may provide procedural advice as needed and allowed.
● Educates and/or trains pro se litigants, attorneys, members of the public, various mental health agencies and other staff members in various petitions, processes, local and state court rules, local policies, requirements and forms.
● Assists with questions and paperwork as necessary.
● Attends and takes minutes of meetings with mental health agencies and other stakeholders along with the Court Commissioners.
● Educates and/or trains pro se litigants, attorneys, members of the public, various agencies and other staff members in various petitions, processes, local and state court rules, local policies, requirements and forms.
● Assists with questions and paperwork as necessary.
● Assists with calendaring and coordination of dockets in the absence Juvenile Court Coordinator.
● Performs other related duties as required/assigned.
EDUCATION AND EXPERIENCE REQUIREMENTS
- An Associate’s degree in Paralegal Studies, Criminal Justice, Communications, Social Sciences or a related field, AND
- One (1) year of administrative experience, preferably in a court, judicial or legal setting.
- An equivalent combination of related education, training and/or experience providing the required knowledge, skills and abilities may be considered.
PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES
● Knowledge of the practices, procedures and policies of judicial administration, including calendaring and case flow management, research and statistical analysis.
● Knowledge of related laws, codes and rules governing pertinent functions of the judicial system.
● Knowledge of computer applications and utilization in a court environment.
● Skilled in the use of computers and related software applications to utilize word processing and database programs.
● Skilled in the principles of Motivational Interviewing
● Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
● Skilled in establishing and maintaining effective work relationships with supervisors and co-workers, personnel from other County departments, various community organizations, municipalities, agencies, and the public.
● Ability to work efficiently and effectively under stressful circumstances.
● Ability to effectively work with individuals who have been affected by trauma.
● Ability to maintain confidentiality of sensitive reports, correspondence, conversations, special inquiries, closed proceedings or other confidential matters.

Total Compensation:
$63,948 - $89,581 AnnuallyTotal compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave).
