Position Overview

We are seeking anĀ Enterprise Modernization Architect to lead the planning and architectural direction of a mission-critical court and justice technology modernization project. This individual will assess the current environment, define the modernization roadmap, recommend tools and frameworks, create architectural documentation, and guide implementation across applications, infrastructure, databases, integrations, cloud, and security.

The ideal candidate has extensive experience modernizing complex enterprise systems and working with executive leaders, technical teams, vendors, and public-sector stakeholders.

Key Responsibilities

  • Assess existing applications, infrastructure, databases, integrations, and security architecture.
  • Develop current-state and target-state architecture diagrams and modernization roadmaps.
  • Define strategies for legacy application modernization, migration, replacement, or retirement.
  • Design solutions using n-tier, SOA, microservices, and hybrid-cloud architectures.
  • Evaluate Microsoft Azure, AWS, and on-premises technology options.
  • Recommend appropriate platforms, tools, frameworks, and architectural standards.
  • Lead architecture workshops and present recommendations to senior stakeholders.
  • Establish governance, security, compliance, and disaster recovery approaches.
  • Provide architectural oversight and guidance throughout implementation.
  • Coordinate across application, infrastructure, database, security, business, and vendor teams.

Requirements

Required Qualifications

  • Bachelor’s degree.
  • Formal architecture training or certification, such as TOGAF or equivalent.
  • 15+ years leading large, complex transformation or modernization initiatives.
  • 10+ years of experience in IT architecture, application design, systems analysis, or technical project leadership.
  • 3+ years of state or local government experience within the past seven years.
  • Experience developing enterprise modernization strategies and architectural roadmaps.
  • Strong knowledge of Azure, AWS, hybrid cloud, microservices, SOA, n-tier systems, databases, APIs, and enterprise integrations.
  • Experience working with complex, mission-critical systems and multiple stakeholder groups.
  • Strong executive communication, leadership, strategic planning, and presentation skills.
  • Ability to work onsite in Houston and successfully complete CJIS and other required background screenings.

Preferred Qualifications

  • CJIS, criminal justice, court, law enforcement, or public safety systems experience.
  • Experience integrating systems across multiple agencies or external organizations.
  • PMP or ITIL certification.
  • Disaster recovery, business continuity, and technology governance experience.
  • Experience in highly regulated or security-focused environments.
