The Learning & Development (L&D) Specialist plays a pivotal role in shaping BARSYL’s talent ecosystem by designing and delivering strategic, high-impact learning initiatives aligned with both corporate objectives and project-specific needs. This role ensures that teams across Engineering, Rolling Stock, Signaling, O&M, and other critical functions are equipped with the technical expertise, safety awareness, and leadership capabilities required to deliver complex railway and metro projects successfully. By identifying competency gaps and building scalable training frameworks, the L&D Specialist drives continuous capability development, enhances operational performance, and supports BARSYL’s mission to deliver world-class rail infrastructure through a skilled, future-ready workforce.


Responsibilities 

  • Develop and execute a comprehensive L&D strategy that aligns with BARSYL’s business goals and project delivery timelines.
  • Conduct needs assessments to identify skill gaps across technical and functional domains (e.g., Engineering, Rolling Stock, Signaling, O&M).
  • Design and maintain annual training calendars tailored for corporate teams and project-specific cohorts.
  • Create and deliver blended learning programs (classroom, on-site, digital) focused on technical, behavioral, and safety competencies.
  • Develop training modules covering key railway systems including Rolling Stock, Overhead Equipment (OHE), Signaling, ETCS, project management, safety protocols, leadership, and client engagement.
  • Collaborate with internal subject matter experts (SMEs) and external consultants to ensure content accuracy and relevance.
  • Design and implement on-the-job training frameworks to support project teams in real-world delivery environments.
  • Establish structured induction programs for new hires and site engineers to accelerate integration and performance.
  • Develop and manage certification programs for critical railway competencies to ensure compliance and standardization.

  • Bachelor’s degree in Education, Human Resources, Engineering, or a related field; postgraduate qualification in L&D, Training, or Organizational Development is a plus.
  • Proven experience (5+ years) in L&D, training design, or instructional design within engineering, construction, or transportation sectors.
  • Strong understanding of railway and metro systems, including Rolling Stock, OHE, Signalling, ETCS, and safety standards.
  • Demonstrated ability to design and deliver blended learning solutions across diverse audiences and locations.
  • Experience in needs analysis, competency gap identification, and curriculum development.
  • Proficiency in learning management systems (LMS), authoring tools (e.g., Articulate 360, Captivate), and digital content development.
  • Excellent communication, stakeholder engagement, and project management skills.
  • Ability to work independently and collaboratively across multi-functional and geographically dispersed teams.
  • Familiarity with project management methodologies and compliance frameworks in infrastructure projects.
