Job Details: Job Location: Legal Address Irvington - Irvington, NY, Position Type: Full Time, Salary Range: $170000.00 - $180000.00Salary/year, JOB SUMMARY Strategically and operationally lead the Foster Care Departments, including the Transitional Resources for Children (TRC) Department, with direct supervision of Department Directors and program leadership. Additional areas of responsibility include Preventive Services, the Regional Permanency Center, Adoption/KinGap, and Family Development.The Vice President of Foster Care will also have supervisory responsibility for the Transitional Resources for Children (TRC) Department, which encompasses Long-Term Foster Care, Shelter, and Transitional Foster Care, with direct supervision of the Senior Program Director for TRC. GENERAL RESPONSIBILITIES The job of this position includes responsibilities at a minimum, for example: Foster Care Provide direct supervision to the Program and Departmental Directors. Provides the leadership necessary to coordinate RFPs and other program or agency related projects Participate in internal committees Facilitate internal case practice and administrative reviews Ensure programmatic adherence to funding source and agency policies and procedures Assess, develop and implement program policies for the enhancement of program practice Work with Quality Assurance to ensure that programs are meeting external outcome expectations as well as internal Through effective data analysis adopt practices where necessary to ensure that program level outcomes are achieved and are consistent with best practices Demonstrated knowledge and expertise on all Scorecard related measurements as well as the ability to implement data-driven interventions Facilitate the integration of all support departments with the programs to ensure the fluid delivery of service to clients. Act as the agency’s representative/liaison for all local, state and federal foster care matters Ensure that staff receive the necessary training, support and development to carry out their duties and responsibilities TRC Provide overall leadership and oversight of the programmatic, administrative, financial, and operational systems supporting the delivery of care and services within the TRC program. Ensure compliance with program requirements Provide regular, timely, and accurate reports to the Office of Refugee Resettlement (ORR) regarding program operations, services, and finances Foster a respectful, supportive, and collaborative workplace environment Promptly elevate significant issues, concerns, and risks to ORR and appropriate organizational leadership. Push/Pull - The Vice President may frequently push/pull 0-25 lbs. of force, occasionally push/pull 26-45 lbs. force, and rarely push/pull over 45 lbs. Sitting, Standing and Walking – The Vice President will be required to sit, stand and walk throughout the work day. Stooping -The Vice President may occasionally stoop. This is defined as bending body downward by bending spine at the waist. Kneeling -The Vice President may occasionally kneel. This is defined as bending legs at knees to come to rest on knee(s). Crouching - The Vice President may occasionally crouch. This is defined as bending body downward and forward by bending spine and legs. Work environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee frequently works in an office environment. The noise level in the work environment is usually moderate due to talk and movement of the program participants and other co- workers. The noise level can increase on occasion due to yelling or screaming by the participants of the programs.Qualifications: QUALIFICATIONS At a minimum LMSW or related field. LCSW preferred. Minimum of 5+ years of leadership experience in foster care Demonstrated expertise in working within the NYC Foster Care system as well as with the surrounding Local Districts of Social Services. Demonstrated knowledge of Office of Refugee Resettlement programs preferred Expertise in supervision, administration and program development Successful Track record designing and implementing new programs Computer Literate (Microsoft, Excel and CNNX) Ability to read, analyze, and interpret the most complex documents. Team player with solid planning, organizational and follow up skills Excellent communication, interpersonal and writing skills HOURS AND TIME OF WORK Full-Time- 35 Hours per week
