Telecommunication Technical Analyst L3

Jovian Concepts, LLC is looking to hire a Telecommunication Technical Analyst L3 for a great opportunity in the Annapolis Junction, MD area. 

• Operate, demonstrate, and train on current or prototypeintelligence and/or telecommunication equipment under test or in use in fieldlocations.
  
• Optimize and configure collection resources.
  
• Contribute to technical studies, analyses, and evaluationsof technical mission needs and make recommendations to support decision-makers.
  
• Must have an in-depth understanding of modern/digitaltelecommunication systems and equipment; the US SIGINT System; export issues;and SIGINT Systems collection and processing facilities.
  
•  Must be capable ofmaintaining extensive interaction/working relationships among variousrepresentatives of the Intelligence Community (e.g., military services, Secondand Third Party customers and vendors).
  
  

Requirements

Fifteen (15) years of configuringand tasking experience with directly related, hands-on experience in SIGINTsystem and subsystem level tasking, configuration, normalization, survey,equipment configuration, basic signal analysis, interpretation of system healthindications and parameter and routing processes. Professional experience mustinclude at least seven (7) years of experience with modern digital/opticaltelecommunication systems and protocols, telephony switching system networks,internet communications, packet switching systems, and/or experience in thedesigning, developing, and/or testing of systems that modulate, demodulate,multiplex and/or demultiplex digital communications signals.

• Conduct Mission Management of collection operationsat Government direction.
  
• Configure customer collection systems to executetasking.
  
• Optimize collection activities in accordance withstandard operating procedures and government guidance.
  
• Ensure assigned collection resources have been usedefficiently.
  
• Provide operational assistance to users duringupgrades/installation of new collection systems.
  
• Participate in discussions with Offices of PrimaryConcern (OPC) and customers to promote dissemination of accurate collectionassessments.
  
• Respond to collection requirements received from DataOrchestration Services.
  
• Document operational activities and tasking in dailylogs and collection summaries.
  
• Provide operational input and technicalrecommendation to the review of collection priorities submitted by theInformation and Intelligence Analysis organization.
  
• Provide technical assistance necessary to implementcollection-tasking strategies.
  
• Conduct discussions between various TOPIs and othercustomers ensuring accurate collection assessments are received/shared.
  
• Participate in the review and validation ofcollection priorities submitted by Information and Intelligence Analysis.
  
• Maintain knowledge of site capabilities to includeend-to-end data flow to help recognize, define, and resolve collectionproblems.
  
• Provide collection summary reports, statistics, andmetrics via formal and informal communications.
  
• Collect, compile, and generate analysis reports ofinformation related to characteristics of signals based on Governmentidentification of signals.
  
• Support technical development of junior personnel inthe area of SIGINT analytical tradecraft.
  
• Provide technical direction and technical support forthe development of training.
  
• Conduct and document all-source research to identifythe communications used by targets of interest.
  
• Provide expertise in the acquisition cycle to supportintegration of SIGINT systems for USCS customers.
  
• Provide expertise and perform technical analysis ofprototyping activities.
  
• Provide support to the deployment of new systems toinclude operational effectiveness assessments.
