Job Title: Repairs Officer
Job Purpose
The Repairs Officer is responsible for supporting theday-to-day operational management of North Northamptonshire Council's Repairsand Maintenance Service, ensuring the effective delivery of high-quality,customer-focused, and cost-effective repairs and maintenance activities.
The postholder will supervise trades and technical staff,manage repairs and maintenance programmes, oversee contractor performance,ensure compliance with health and safety legislation, and support the deliveryof responsive repairs, planned maintenance, compliance activities, and voidproperty works. The role requires strong technical knowledge, leadershipcapability, and a commitment to delivering excellent customer service.

Key Responsibilities
Operational Management
- Support the management and delivery of responsive repairs, planned maintenance, compliance works, and void property programmes.
- Determine repair priorities, programme work schedules, and allocate resources effectively.
- Supervise tradespersons, contractors, and support staff to ensure work is completed safely, efficiently, and within agreed timescales.
- Monitor operational performance against service standards and key performance indicators.
- Assist in the development and implementation of efficient systems and working practices.
Technical and Property Management
- Undertake property inspections, surveys, and condition assessments.
- Prepare specifications, schedules of work, tender documentation, and technical reports.
- Carry out pre-inspections and post-inspections to ensure quality standards are achieved.
- Maintain accurate records, documentation, and audit trails relating to repair and maintenance works.
- Provide technical advice and support to maintenance teams, contractors, managers, and colleagues.
Team Leadership and Supervision
- Provide day-to-day supervision and support to trades operatives and technical staff.
- Participate in recruitment, induction, performance management, disciplinary processes, and staff development activities.
- Conduct regular team meetings and ensure clear communication of service objectives and priorities.
- Support workforce planning to ensure efficient deployment of resources.
- Deputise for the Team Leader when required.
Contractor and Project Management
- Develop and maintain effective working relationships with contractors and partner organisations.
- Attend site meetings and liaise with contractor management teams.
- Monitor contractor performance to ensure compliance with contractual obligations and service standards.
- Support the delivery of projects, capital investment programmes, and maintenance initiatives.
- Contribute to achieving best value and continuous service improvement.
Health, Safety and Compliance
- Ensure compliance with relevant health and safety, housing, construction, environmental, and landlord legislation.
- Support the development, review, and implementation of health and safety policies and procedures.
- Identify, assess, and mitigate risks associated with repairs and maintenance activities.
- Ensure all works are completed in accordance with statutory, regulatory, and council requirements.
- Promote a positive health and safety culture across the service.
Financial and Resource Management
- Support budget management and financial control activities.
- Monitor expenditure and ensure value for money is achieved.
- Audit van stock and materials regularly, maintaining accurate records.
- Ensure staff accurately record time, materials, and resources used in delivering repairs services.
Customer Service and Stakeholder Engagement
- Deliver a customer-focused service that meets the needs of tenants and residents.
- Respond professionally to customer enquiries, complaints, and service requests.
- Develop and maintain positive relationships with elected members, chief officers, contractors, and partner agencies.
- Communicate clearly and effectively with stakeholders on repair and maintenance matters.

- Experience within construction, property maintenance, housing repairs, or building management environments.
- Experience supervising or managing tradespersons, contractors, or maintenance teams.
- Experience delivering responsive repairs, planned maintenance, or void property management services.
- Experience managing customer enquiries in a fast-paced operational environment.
- Experience monitoring performance and service delivery standards.
- Experience of budget monitoring and financial control.
- Experience applying health and safety legislation within maintenance or construction settings.
Desirable
- Experience managing refurbishment, capital works, or planned maintenance projects.
- Experience in contract management and contractor performance monitoring.
- Experience with housing condition claims or disrepair claims.

Qualifications
Essential
- Good standard of education including GCSE (or equivalent) in English and Mathematics.
- Full valid UK Driving Licence.
- Access to a vehicle for business use.
- Relevant technical qualification, apprenticeship, or equivalent experience within construction, maintenance, housing repairs, or building services.
Desirable
- Technical qualification or accreditation relating to Gas, Electrical, Asbestos, Building Maintenance, or Construction.
- Health and Safety qualification (e.g., IOSH, NEBOSH, or equivalent).
- Project Management qualification.
- Professional membership within a relevant building, property, or construction discipline.
