1. Job Purpose

The Legal Drafting Representative will serve as the on-site legal focal person responsible for providing day-to-day legal and contractual support to the institution. The role will facilitate legal drafting, review of agreements and official correspondence, support legal compliance, and provide guidance on legal matters arising.

2. Key Responsibilities

2.1.  Legal Drafting and Documentation

a. Draft, review, and revise contracts, agreements, letters, legal notices, memoranda, and other legal documents.

b. Prepare legal opinions, briefs, submissions, and internal legal correspondence as required.

c. Ensure that legal documents are clear, accurate, consistent, and aligned with applicable laws and institutional policies.

d. Maintain proper records of legal documents and contractual instruments.

2.2. Contract Review and Management

a. Review contracts, service agreements, consultancy agreements, and other legal instruments.

b. Identify legal risks, ambiguities, and areas requiring clarification or amendment.

c. Support contract negotiations and provide legal input on contractual obligations and rights.

d. Monitor key contractual requirements, deadlines, and compliance obligations.

2.3.  Legal Compliance and Advisory

a. Provide preliminary legal guidance on operational matters affecting the MOD/DSSU.

b. Ensure that activities and documentation comply with applicable Rwandan laws, regulations, and institutional policies.

c. Identify potential legal risks and refer complex matters to the Legal Department for further action.

d. Support implementation of legal and regulatory requirements within the institution.

e. Dispute and Employee-Related Legal Support

f. Assist in handling contractual disputes, claims, complaints, and other legal matters.

g. Support the preparation of responses to legal claims and correspondence.

h. Provide legal support in employment-related matters, disciplinary proceedings, and workplace disputes, where applicable.

i. Maintain confidentiality of sensitive legal information.

2.4.  Client and Stakeholder Management

a. Maintain effective working relationships with clients, department heads, contractors, consultants, and other stakeholders.

b. Represent the Legal Department professionally during meetings and engagements.

c. Coordinate with relevant departments to obtain information required for legal drafting and review.

2.5.  Reporting

a.  Prepare periodic reports on contracts reviewed, legal matters handled, disputes, compliance issues, and other legal activities.

b. Provide timely updates to the Legal Department on significant legal risks and pending matters.



Requirements

3.  Qualifications & Experience

3.1. Education

a. Bachelor’s Degree in Law or a related legal field.

b.  Professional legal qualification or relevant postgraduate training is an added advantage.

3.2. Experience

a. Minimum of 3 years’ experience in legal practice, legal drafting, contract management, or a related field.

b. Demonstrated experience in drafting and reviewing contracts, legal opinions, and official correspondence.
