The role will connect EMKF’s existing systems and field-level data into one coherent system; strengthen the organisation’s measurement framework and data governance; and ensure reliable, timely, decision-useful evidence is available for management, government engagement, and donor reporting.
The Manager will also serve as the technical owner of Zoho Analytics, ensuring EMKF’s data architecture, dashboards, reporting workflows, and quality controls are functional, sustainable, and continuously improved.
Key Responsibilities
1. Data Strategy and Measurement
Lead the development and implementation of EMKF’s organisation-wide data and evidence strategy.
Align leadership, programme teams and relevant partners around a single measurement framework that serves management, government and donor needs.
Develop and maintain EMKF’s results chain linking interventions to outputs, system changes, service outcomes and patient outcomes.
Develop and maintain an organisation-wide indicator dictionary.
Define indicator definitions, calculation methods, data sources, reporting frequency, responsibilities, targets and disaggregation requirements.
Support the development and use of appropriate baselines, targets, midlines and endlines.
Ensure that EMKF’s evidence and impact claims are consistent with the strength of the available data.
2. Data Architecture and Integration
Map and maintain an inventory of EMKF’s data sources across programmes, finance, operations and digital platforms.
Define the authoritative source for each priority dataset.
Design, implement and maintain an integrated data architecture that fits EMKF’s existing systems and resources.
Establish appropriate relationships between programme, finance and operational datasets.
Standardise data structures, fields, naming conventions, coding systems and metadata.
Develop and maintain appropriate data ingestion and integration processes, including APIs, structured file imports and automated synchronisation where applicable.
Maintain a central data warehouse or integrated data environment that enables consistent organisational analysis and reporting.
Identify and resolve duplicate, conflicting or disconnected data.
3. Zoho Analytics Administration
Serve as EMKF’s primary administrator and technical focal point for Zoho Analytics.
Configure and maintain workspaces, datasets, relationships, query tables, formulas, reports and dashboards.
Develop automated and structured data feeds into Zoho Analytics.
Configure user permissions and role-based access.
Monitor data refreshes and troubleshoot failed imports, broken relationships, reporting inconsistencies and other system issues.
Maintain technical documentation of system configuration, integrations and workflows.
Continuously improve the platform's performance, usability, and reliability.
Coordinate backup, recovery and controlled system changes with IT and Systems, including periodic checks that critical data and configurations can be restored.
4. Data Governance and Quality
Develop and operationalise EMKF’s data governance framework.
Clearly define responsibility for data collection, validation, approval, storage and use.
Establish clear data ownership and reporting responsibilities across EMKF teams and external data collectors.
Develop and maintain data-quality standards covering completeness, accuracy, consistency, validity and timeliness.
Implement routine and automated data-validation checks.
Develop mechanisms to identify missing, duplicate, inconsistent, or unusual data.
Conduct regular data-quality reviews and follow up on corrective actions.
Maintain data dictionaries, validation rules, documentation and audit trails.
Ensure appropriate access controls, data-sharing arrangements and confidentiality standards.
Support compliance with the Kenya Data Protection Act and EMKF policies.
5. Dashboards, Analytics and Reporting
Develop and maintain role-based dashboards.
Build county-, facility-, programme- and organisation-level performance views.
Automate routine organisational reporting where practical.
Develop reporting tools that draw from validated datasets rather than manual data reconstruction.
Maintain a reporting calendar aligned with donor and management deadlines, and prioritise corrective actions on urgent evidence gaps.
Analyse programme, finance and operational information together to demonstrate the relationship between activities, costs and results.
Produce routine analytical summaries highlighting trends, performance gaps and areas requiring management attention.
Develop relevant efficiency measures where supported by the available data.
Ensure dashboards and reports are accurate, current and fit for their intended users.
6. Capacity Building and System Sustainability
Facilitate regular learning sessions for EMKF staff on data systems, data quality, dashboards and appropriate use of evidence.
Develop user guides, SOPs and technical documentation for key data processes.
Support programme teams and external data collectors to use standardised tools and definitions through practical training, feedback and field support
Strengthen staff capacity to interpret and use data for decision-making.
Train a backup system administrator and maintain clear, accessible operating procedures to support continuity and shared system management.
Ensure that the data and evidence system can be maintained and improved internally without unnecessary dependence on external consultants.
Develop and maintain a costed system maintenance and improvement plan covering subscriptions, technical support and capacity requirements within approved resources.
Requirements
Essential
Bachelor’s degree in Data Science, Statistics, Information Systems, Computer Science, Health Informatics, Business Analytics, Monitoring and Evaluation, Epidemiology or a related field.
At least five years of relevant professional experience in data systems, analytics, business intelligence, monitoring and evaluation or evidence management.
Demonstrated experience designing, implementing or managing integrated organisational data systems.
Strong experience with Zoho Analytics or a comparable business-intelligence platform, such as Power BI or Tableau.
Demonstrated experience developing results frameworks, results chains, indicator dictionaries or organisational performance frameworks.
Strong knowledge of relational databases, data modelling and data management.
Demonstrated ability to use SQL for data transformation, reconciliation, validation and reporting.
Experience integrating data from multiple systems or sources.
Experience designing dashboards and automated reporting systems.
Demonstrated experience in data-quality assurance and implementing data governance standards across decentralised teams.
Strong analytical, report-writing and presentation skills.
Desirable
A relevant master’s degree in a field related to data systems, health informatics, public health, statistics or evaluation.
Advanced hands-on experience with Zoho Analytics.
Experience with other applications in the Zoho ecosystem.
Experience working with health, NGO, development or public-sector data.
Experience managing data from multiple facilities, counties or decentralised teams.
Applied knowledge of monitoring and evaluation approaches, theories of change and results-based management.
