POSISTION SUMMARY The Substance Use Mobile Resource (SUMR) Program Supervisor is responsible for the management and implementation of the SUMR program in coordination with department leadership. The prevention department serves as the outreach arm of the organization. The SUMR Supervisor performs administrative, supervisory, budgetary, and technical duties in overseeing, planning, coordinating and implementing the Substance Use Mobile Resource Van Program in coordination with Prevention Department leadership and the Dept of Health at the City of New Orleans. Actively engages with system-wide Leaders to support accomplishing CrescentCare's overall mission and objectives. Works collaboratively with internal and external partners in federal, state, and local agencies to deliver the highest quality programs and services in accordance with all regulatory and grant requirements. Responsible for supervision and management of their team members from hire to exit by modeling, hiring, clarifying expectations, coaching, and developing as well as holding accountable to CrescentCare's attendance, behavior, and performance expectations. RESPONSIBILITIES Responsible for the successful implementation of CrescentCare’s community-based Substance Use Mobile Resource program Responsible for advance planning to ensure long-term goals and objectives of the program are on track and executed smoothly and efficiently Work collaboratively with other leadership and staff in the department to manage the implementation and team of the Substance Use Mobile Resources (SUMR) program, oversees venue based testing, outreach, and linkage-to-care work, and oversee the implementation of appropriate harm reduction programming. Other duties as assigned ACCOUNTABILITIES Serve as the project supervisor for SUMR program in Prevention Department Oversee day-to-day operations of assigned programs, including ensuring staffing needs are met Ensure testing and linkage goals are met. Oversee the implementation of the Harm Reduction Mobile Unit project Assist in donor communications Develop and successfully implement the goals outlined in program contract Develop productivity and quality metrics for staff and hold assigned staff accountable for reaching those metrics Provide input and work collaborative with the finance department in the development of grant budgets for assigned programs. Order needed supplies following organization processes. Plan and manage grant spending and budgets accurately. Review and approve grant invoices for assigned grants per reporting timelines Recruit, hire, train and manage all assigned staff, interns and volunteers associated with assigned programs. Manage program data and oversee day-to-day paperwork, data entry, identify and maintain sites for implementation, oversee the keeping of daily logs, maintenance of rapid test lab and supplies, and manage supply ordering. Collaborate with department staff and community partners to conduct Harm Reduction outreach and testing in venues; promote prevention services, with an emphasis on harm reduction services, HIV, HCV, STD testing/treatment, and PrEP access. Oversee program evaluation methods for assigned programs. Coordinate data collection, analysis and reporting to funders as required. Collaborate with organizational data team to develop efficient and accurate data collection and analysis. Submit required grant deliverables and reporting requirements accurately and in timely and professional manner, including entry of data into various web portals required by funding agencies. Create and manage the SUMR team’s work schedules as needed to ensure coverage of activities. Draft written processes and standard operating procedures for the assigned programs Disseminate and communicate programmatic work by giving presentations or drafting documents, articles, conference abstracts, to engage with other organizations in the Harm Reduction space. Non-traditional work hours for community based implementation may be required. All other duties as assigned. QUALIFICATIONS Master’s degree in Public Health, Public Administration, Management, or similar field and preferred Five (5) years’ relevant professional experience (community based public health, non-profit management, city/state government, research, working with populations who inject drugs, and/or other comparable experience), OR Bachelor’s degree in Public Health, Public Administration, Management, or similar field and Seven (7) years’ relevant professional experience (community based public health, non-profit management, city/state government, research, working with populations who inject drugs, and/or other comparable experience), OR High School Diploma and Ten (10) years’ relevant professional experience (community based public health, non-profit management, city/state government, research, working with populations who inject drugs, and/or other comparable experience), AND Including (2) years’ relevant experience in grant management or public health program management directly related to people who inject drugs or unhoused populations, Including (2) years’ relevant experience in implementing remote, community-based public health programming. Including (2) years’ experience in direct supervisory experience required. ESSENTIAL PHYSICAL REQUIREMENTS Extended periods of sitting required. Work is primarily field/community based. Some travel may be required. Ability to work in all weather conditions.
