Position Overview

The Office of Management and EnterpriseServices (OMES), in coordination with the Oklahoma Insurance Department (OID),is seeking an experienced, high-caliber AS400 Developer/Admin for along-term contract engagement.

This critical resource will provide essentialapplication maintenance, database management, and application-leveladministration services for OID’s core IBM AS/400 (IBM i Series) environment.

Because the underlying AS/400 hardwarepartition, operating system, and baseline infrastructure are fully hosted andmanaged by an external provider, this position does not require hardware orOS-level systems engineering. Instead, the contractor will focus on applicationdevelopment, software support, database management, and serving as thetechnical liaison to Ensono for environment-level modifications.

Additionally, the contractor will play a keyrole in assisting state IT leadership with database extraction, documentationof legacy business logic, and support for ongoing cloud migration and dataarchiving initiatives.

 

Key Responsibilities

1. Legacy Application Maintenance &Support

Maintain, modify, and optimize custom legacyapplication code written in RPG, RPG III, RPG IV (ILE RPG), RPGLE, and ControlLanguage (CL).

Investigate and troubleshoot operational bugs,batch run anomalies, and user-reported system issues.

Update existing logic to adapt to regulatorychanges, licensing requirements, and agency business process updates.

2. Application Administration &Infrastructure Liaison

Serve as the primary technical point ofcontact to coordinate with the hosting provider for system maintenance, OSpatching schedules, database utilities, and environmental adjustments.

Manage application-level securityconfigurations, including user profiles, object-level authority, and verifysystem audit logs (QAUDJRN) to maintain system integrity.

Manage local job queues, active subsystems,and application-level job schedulers.

Coordinate with Ensono’s storage and backupoperations teams to ensure application backup windows, disaster recoverytesting, and restoration verifications are carried out successfully.

3. DB2 Database & Integration Management

Query, manage, and tune DB2 for i databases,optimizing SQL queries and indexes to ensure database responsiveness.

Support secure, automated file transfers(SFTP/FTP) and interfaces between the hosted AS400 partition and downstreamstate, regional, or partner systems.

4. Modernization & Migration Enablement

Cooperate with state database administratorsand cloud architects to extract, clean, and archive legacy tables.

Document system flows, database schemas, andinterdependencies to facilitate a seamless transition of legacy business logicto modern cloud systems.

 

Required Skills & Qualifications

Experience: Minimumof five (5) years of hands-on experience in AS400 (IBM i, iSeries) applicationdevelopment and support.

Programming Skills: Exceptional proficiency in RPG IV (ILE RPG), RPGLE, CL, and SQL on DB2 for i.

Hosting Coordination: Prior experience working in a hosted/managed AS400 environment, collaboratingwith external hosting providers (such as Ensono) to resolve infrastructure or environmentalissues.

Application Administration: Proven experience in IBM i work management, subsystem coordination, applicationsecurity, and user profile management.

Data Integration: Strong background in file transfer automation (FTP, SFTP) and managing externalintegrations.

Highly Valued Skills (Nice-to-Haves):

Direct experience assisting in legacy-to-cloudmigrations or data warehousing extractions.

Familiarity with modern IBM i tools, such asRational Developer for i (RDi).

Prior experience working in public sectorenvironments or supporting insurance regulatory systems.

 

Work Environment and Terms

This role is structured as a contractengagement. Candidatesmust be local to Oklahoma City or willing to relocate, as hybridschedules require designated on-site days at Oklahoma Insurance Department orOMES facilities.

Candidates must pass a comprehensivebackground check as required by State of Oklahoma IT security standards.
