NATURE OF JOB:

ESSENTIAL FUNCTIONS & RESPONSIBILITIES:

  • Assists the Capital Projects Division Manager with the management of design professional consultants and contractors during the design and construction of County Capital Improvement Projects; performs site inspections; ensures projects are completed on time, on budget, and with high levels of quality assurance.
  • Prepares, negotiates, executes, and manages task orders for professional consultants and contractors
  • Prepares and oversees the preparation of Requests for Proposals (RFP) and Invitation to Bids (ITB), Requests for Qualifications (RFQ) and Invitation to Bids, and other bidding documents for a variety of services and resources in compliance with municipal, state, and federal code requirements.
  • Provides analysis, evaluation, and recommendations for award of contract; prepares projects for bid, including reviewing of plans, specifications, and estimates.
  • Reviews and approves contractor and consultant pay requests.
  • Develops and monitors project scope, budget, and schedule.
  • Prepares reports for upper management and stakeholder information.
  • Provides technical information and guidance on capital projects; resolves project- related issues under the general direction of the Capital Projects Division Manager. 
  • Prepares required municipal, state, and federal reports for various construction projects; prepares reports, memorandums, and related correspondence pertaining to contract and regulatory compliance under the general direction of the Capital Projects Division Manager.
  • Assembles construction documents and specifications.
  • Monitors day-to-day construction projects and generate daily reports on construction project.
  • Attends construction project daily during construction phase of project.
  • Monitors changes in laws, regulation, Florida Building Codes and technology that affect Capital Projects operations.
  • Provides monthly and quarterly reports on grant funded projects.
  • Conducts frequent inspections of construction sites.
  • Coordinates permit applications for the County with various State and Federal agencies.
  • Manages and generates reports on Grants for Capital Projects
  • Establishes and maintains effective working relations with supervisors, municipal officials, consultants and the general public.

  • Performs other related duties as assigned.

MINIMUM QUALIFICAITON REQUIREMENTS:

  • Associates’ degree from an accredited college or university, with coursework in construction management, building construction, architecture, engineering or a closely related field; AND
  • Five (5) years’ related Commercial construction experience and/or training. 
  • A comparable amount of training and/or experience may be substituted for the minimum qualifications.

LICENSES AND/OR CERTIFICATIONS

Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.

KNOWLEDGE, SKILLS, & ABILITIES:

  • Knowledge of architecture and engineering principles as related to building construction.
  • Outstanding project management and organizational skills.
  • Excellent oral and written communication skills.
  • Proficiency in the use of MS Word, Excel, and Outlook is essential.
  • Ability to plan and guide the work of professional technician personnel.
  • Ability to determine requirements, provide the needed design input and estimating of costs for a proposed project.
  • Ability to deal clearly, tactfully and effectively with officials, peers, subordinates, as well as outside professionals and the general public.

PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS:

Work is primarily performed indoors and requires exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust.

This position requires some exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, etc.).  This position requires the use of Personal Protective Equipment (PPE) on construction projects and may include completing and successfully passing medical evaluations or clearances.

This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e. seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions.  This position may require frequent lifting and carrying of 25-50lbs, and occasionally up to 100lbs.

WORK LOCATION:

Not Eligible for Remote Work - This position is assigned to a county worksite. Due to the non-portable nature of the essential functions of this position, this position is not eligible for telework.
