The Community Parks Supervisor is responsible for the daily operations, maintenance, staff supervision, resource management, and service delivery of the City's three Community Parks: Rio Vista, Pioneer, and Paloma. The position is based at Rio Vista Community Park and directly supervises six Community Park Coordinators, with two Coordinators assigned to each park.

The three Community Parks encompass approximately 225 acres, including 83 acres of maintained turf and 63 acres of landscaped granite areas, with a combined water allocation of nearly 500 acre-feet. The position plays a significant role in water management and conservation in support of the City's Water Security Council Priority and Initiative.

The position provides leadership for athletic field and turf management, irrigation oversight, budgeting, staffing, safety and regulatory compliance, equipment and chemical management, purchasing, contractor coordination, and operational projects. The position also works closely with Recreation, Arts & Culture, Irrigation, and Parks and Recreation management to ensure consistent standards, safe field conditions, fiscal responsibility, and quality customer service across all three Community Parks.

Essential Responsibilities:

  • Supervise and develop six Community Parks Coordinators, providing direction, coaching, accountability, and performance management to ensure consistent operations across all three parks.
  • Oversee operations and maintenance across approximately 225 acres, establishing consistent standards for turf, landscapes, athletic fields, irrigation, equipment, safety, and overall park appearance.
  • Manage approximately 83 acres of turf, coordinating agronomic practices, field preparation, aerification, fertilization, laser leveling, reconditioning, turf replacement, seasonal maintenance, and field playability.
  • Oversee water management and irrigation operations, including approximately 500 acre-feet of annual water allocation. Monitor water use, irrigation performance, scheduling, repairs, conservation opportunities, and compliance with departmental standards.
  • Support the City's Water Security Priority and Initiative through responsible water management, efficient irrigation practices, turf management, and evaluation of landscape practices.
  • Manage operating resources and budget priorities, including zero-based budgeting, staffing projections, water costs, equipment, chemicals, supplies, contracted services, and purchasing.
  • Coordinate with Recreation and Arts & Culture to balance programming, tournaments, special events, field availability, maintenance schedules, turf recovery, and safe playing conditions.
  • Coordinate seasonal turf and athletic field programs, including reconditioning, aerification, fertilization, overseeding, laser leveling, and other practices identified in the annual maintenance calendar.
  • Oversee equipment, chemical, and supply management, including inventory, purchasing, storage, safety compliance, and replacement planning.
  • Coordinate maintenance projects, contractors, and vendors, monitoring work quality, schedules, scope, and completion while communicating issues and corrective actions to management.
  • Monitor park conditions and operational standards through regular site visits, staff meetings, work-order review, and operational reporting.
  • Prepare and contribute to monthly supervisor reports, bi-weekly Community Park updates, budget projections, water-use information, and other departmental reports.
  • Respond to operational issues and emergencies involving public safety, athletic fields, irrigation, facilities, equipment, and other critical park infrastructure.
  • Collaborate with other Parks and Recreation supervisors and managers to address department-wide operational needs and maintain consistent standards.

The ideal candidate:
A highly organized, safety-conscious and accountable supervisor with strong knowledge of turfgrass, athletic field, irrigation, and landscape management.

The candidate should be able to:

  • Effectively supervise, coach, and hold staff accountable.
  • Manage multiple parks, employees, priorities, schedules, and resources.
  • Make sound operational decisions in highly visible, heavily programmed public facilities.
  • Manage budgets, staffing, purchasing, work orders, and operational reporting.
  • Apply water conservation and irrigation management practices.
  • Communicate effectively with employees, management, contractors, vendors, user groups, and the public.
  • Work independently while supporting department-wide priorities and cross-functional operations.
  • Balance immediate operational needs with long-term asset management, fiscal responsibility, water conservation, and customer service.
  • Obtain an Arizona Pesticide/Herbicide Applicator's License within six months of hire.
