Description
The Program Analyst provides critical financial and program management analysis support for large-scale Civil Works inland navigation mega projects within the U.S. Army Corps of Engineers (USACE), Pittsburgh District. This role directly supports Government Project Managers by analyzing project financial performance, managing funding execution, and delivering data-driven insights that inform strategic decision-making.
The Program Analyst plays a central role in ensuring projects remain on schedule and within budget by monitoring financial activity, preparing reports, and coordinating with stakeholders across multiple functional areas.Â
Key Responsibilities
Financial Analysis & Execution Support
- Analyze project financial data to assess execution performance and funding utilizationÂ
- Monitor labor and contract expenditures to ensure alignment with planned budgetsÂ
- Evaluate financial trends and provide recommendations on funding adjustmentsÂ
- Support development and maintenance of financial tracking tools and reportsÂ
Budget & Funding Management
- Create, update, and manage Purchase Requests and Commitments (PR&Cs) within financial systemsÂ
- Track and reconcile project obligations, expenditures, and available fundingÂ
- Assist in managing Unliquidated Obligations (ULOs), including analysis and resolution actionsÂ
- Coordinate with stakeholders to ensure funding accuracy and proper allocationÂ
Reporting & Data Analysis
- Generate recurring financial and performance reports using systems such as:Â
- Corps of Engineers Financial Management System (CEFMS)Â
- Engineering Data Warehouse (EDW)Â
- Develop and maintain:Â
- Budget vs. Actual reportsÂ
- S-Curve execution reportsÂ
- Monthly financial reporting packagesÂ
- Ensure all reporting is accurate, timely, and aligned with USACE standardsÂ
Project Performance Monitoring
- Track project performance metrics and identify risks or variancesÂ
- Provide analytical insights to support decision-making by Project ManagersÂ
- Support development of projections and forecasting models for future funding needsÂ
- Participate in project meetings and provide updates on financial statusÂ
Systems & Data Management
- Utilize and maintain data across multiple government systems and databasesÂ
- Validate data accuracy across reporting tools and reconcile discrepanciesÂ
- Support updates to financial systems and ensure proper coding and data integrityÂ
Stakeholder Coordination
- Collaborate with Project Managers, Resource Management teams, and other stakeholdersÂ
- Support communication of financial data and recommendations to leadershipÂ
- Provide input for briefings, reports, and decision-making materialsÂ
Process Improvement & Compliance
- Identify opportunities to improve financial tracking, reporting, and workflowsÂ
- Ensure compliance with USACE financial policies, procedures, and regulationsÂ
- Maintain audit-ready documentation and support internal/external reviews
Requirements
- Bachelor’s degree in:Â
- Finance, Accounting, Business, Economics, or related fieldÂ
- Minimum 3+ years of experience in:Â
- Program analysisÂ
- Budget/financial analysisÂ
- Project management support in a government or similar environment Â
- Demonstrated experience with:Â
- Financial analysis and reportingÂ
- Data interpretation and trend analysisÂ
Required Skills
- Strong analytical and problem-solving abilitiesÂ
- Proficiency in Microsoft Excel and data analysis toolsÂ
