Full Time Position

Expected Schedule: Monday - Friday, 9:00am - 5:00pm


Purpose: This position is responsible for the operation and oversight of multiple New Narrative Supportive Housing Sites including Sandy Apartments, Halsey Manor and Douglas Fir. These sites provide permanent supportive housing services to residents and programming includes onsite Residential Support Staff. This position is responsible for involvement in strategic development of current and future programs, collaboration with stakeholders to obtain resources, and ensuring residents receive the highest quality of support possible through program delivery. The Supportive Housing Program Manager works closely with external stakeholders and partners as well as close coordination with New Narrative Departments including Property Management, Quality and Impact, Finance, Clinical, Peer, Operations and Human Resources.

Accountabilities: (Responsibilities of the job)
 

 

Program Management 

  • Engages in strategic planning and adapting programs, policies and procedures to meet the needs of the community, in alignment with the Agency Mission and Vision.  
  • Communicates and implements changes and updates throughout all programs and ensures staff are trained and aware of any changes.  
  • Ensures all Federal, State, County and contract requirements are incorporated into the programs. 
  • Collaborates with New Narrative’s Psychiatric Security Review Board (PSRB) Clinical team to support participants in meeting their Conditional Release Program requirements.  
  • Addresses issues of quality of care or utilization of services through an organized performance process in partnership with Quality and Impact.  
  • Collaborates with New Narrative Property Management to ensure units are filled in a timely and efficient manner, working to maintain occupancy. Coordinates with New Narrative Property Management regarding issues related to resident leases and/or violations in a timely manner.  
  • Coordinates with internal and external treatment teams as needed for participant care.  
  • Responsible for financial oversight and management of programs; responsible for monitoring and working to meet budget expectations in terms of cost savings and revenue projections related to occupancy.    
  • Responsible for coordination across programs with all relevant supporting New Narrative departments. 
  • Addresses issues of quality of care or utilization of services through an organized performance process. 
  • Develops, updates and reviews program specific procedures. Ensures communication of updates or revisions to all staff. 
  • Completes HMIS data requirements and quarterly reporting for Douglas Fir.  

 

Operations Management 

  • Ensures all programs are maintained and in compliance with State, Federal and Local codes, ordinances, rules, and regulations.  Manages audits and inspections. 
  • Ensures that all facilities are properly provisioned with necessary supplies. 
  • For programs where medications are delivered - maintains oversight to ensure that all medication is delivered and managed per policy. Coordinates with Pharmacy as needed.  

 

Supervisory Responsibilities 

  • Provides at least bimonthly supervision for direct reports and completes annual performance reviews in a timely manner.  
  • Conducts staff meetings as needed. 
  • Conducts and participates in all critical incident investigations and reviews involving individuals. 
  • Ensures staff are trained on PSRB protocols and requirements for each participant in the PSRB program. 
  • Remains available for after-hour consultation, as needed.   
  • Ensures adequate staffing for shifts. 
  • Works closely with Human Resources and Quality and Impact Department to ensure staffing and resident concerns are reviewed, addressed and resolved promptly. 
  • Provides and/or coordinates access to ongoing training and development opportunities for staff, including satisfying OAR requirements.  
  • Ensures completion of hiring and retention activities. Collaborates with Human Resources regarding recruitment and onboarding training for staff.

  • Maintains current Oregon or Washington Drivers License. 
  • Maintains the security of all corporate interests (i.e. security of keys, files, facilities, etc.) 
  • Maintain CPR and First Aid Certificate.

Education/Certificates/Licenses/Registration: QMHA credentials strongly preferred.
