Description

 

We are seeking an experienced Program Manager to lead execution of a complex Federal IT program. This individual will serve as the primary management interface for the Government, providing hands-on leadership across program planning, execution, staffing, performance management, reporting, risk management, and stakeholder coordination.

The Program Manager will oversee contract execution across multiple task areas while ensuring timely delivery of program management artifacts, executive reporting, schedule management, and continuous communication with Government leadership. This is a highly visible leadership role requiring a seasoned program manager who can successfully manage technical delivery while supporting mission-critical modernization initiatives.


 

Key Responsibilities

  • Lead overall program planning, execution, and delivery for the TSA MMD contract. 
  • Serve as the primary management interface with Government stakeholders. 
  • Manage multiple contract workstreams and coordinate activities across all applicable CLINs. 
  • Develop and maintain integrated project plans, schedules, work breakdown structures (WBS), and resource plans. 
  • Monitor program performance, schedules, milestones, dependencies, and deliverables. 
  • Track staffing, resource utilization, and program burn rates. 
  • Prepare and deliver weekly status reports, executive briefings, monthly Integrated Program Reviews (IPRs), and other management reports. 
  • Identify, document, and manage program risks, issues, mitigation strategies, and corrective actions. 
  • Coordinate recurring meetings, develop agendas, capture meeting minutes, and track action items. 
  • Maintain Standard Operating Procedures (SOPs), program documentation, and management artifacts. 
  • Collaborate with Government leadership, technical teams, and stakeholders to ensure successful program execution. 
  • Provide proactive leadership to ensure quality, schedule, and performance objectives are achieved.

Requirements

 

Minimum Qualifications

  • Minimum 10 years of experience managing IT programs, technical projects, or enterprise technology initiatives. 
  • Demonstrated experience leading technical teams and managing complex IT workstreams. 
  • Experience developing and maintaining integrated project schedules and managing cross-functional dependencies. 
  • Experience with resource planning, staffing coordination, and workload management. 
  • Proven ability to manage program risks, issues, action items, and mitigation plans. 
  • Experience preparing executive-level briefings, program status reports, dashboards, and management presentations. 
  • Experience supporting Federal Government IT, modernization, architecture, governance, or mission support programs. 
  • Strong organizational, leadership, analytical, and communication skills. 

 

Education

Bachelor's degree in Business, Information Technology, Computer Science, Engineering, Management, or a related discipline.

Relevant professional experience may be considered in lieu of degree requirements where permitted.


 

Preferred Qualifications

  • Project Management Professional (PMP) 
  • Program Management Professional (PgMP) 
  • PMI-ACP 
  • Agile/Scrum Certification 
  • ITIL Foundation Certification 
  • Experience supporting Department of Homeland Security (DHS) or Transportation Security Administration (TSA) programs. 
  • Experience supporting enterprise architecture, mission architecture, IT modernization initiatives, governance boards, or CIO organizations. 
  • Familiarity with FITARA, OMB, DHS, and Federal IT governance processes. 
  • Experience using ServiceNow, SharePoint, Microsoft Teams, Microsoft Project, and Microsoft Office Suite. 
  • Experience preparing executive communications and supporting senior Government leadership.
