BizFirst is assisting our clientwith recruiting a skilled and experienced Senior Contractor Program Manager /CFO Strategic Advisor. This Key Personnel position supports the followingprogram: MARAD CFO Budget & Financial Support Services, which providesfinancial reporting, reconciliation, budget execution, grant, reimbursableagreement and revolving fund, payroll, and business analytics support toMARAD's Office of the Associate Administrator for Budget and Programs / ChiefFinancial Officer. The position is hybrid, based at MARAD Headquarters inWashington, DC, and is contingent on task order award, with an anticipatedstart on 30 September 2026.

Our client is a boutiqueconsulting firm that employs consultants and professionals with unique skillsets to support the federal government with strategic execution, financialprocess enablement, IT systems, and Enterprise Resource Planning (ERP) softwareimplementation.

What will you do

Serve as the single accountableleader and primary point of contact for MARAD's CFO, Deputy CFO, andContracting Officer's Representative, and as a strategic advisor to the CFO,who is a member of the Senior Executive Service. Reporting to our client's Principal,you will lead the full contractor team across financial reporting,reconciliations, budget execution, grants, reimbursable agreements andrevolving funds, payroll analysis, and business analytics. You will also directthe 30-day phase-in from the incumbent contractor, own quality control, anddeliver regular status reporting. The office needs immediate operationalstability and, alongside it, modernized dashboards and reporting. This rolesuits a senior federal financial management leader who has advised agency CFOsor SES leaders directly and has led multidisciplinary financial managementteams on performance-based or firm-fixed-price federal contracts.

Responsibilities:

  • Serve as the contractor's single accountable leader andprimary point of contact for the MARAD CFO, Deputy CFO, and ContractingOfficer's Representative (COR).
  • Advise CFO leadership on budget execution, fundstewardship, financial reporting, and executive decision support, while keepingfinal approvals, funds certification, and policy decisions with Governmentofficials.
  • Lead an integrated program management office acrossseven task areas: financial reporting support; reconciliation and accountanalysis; budget execution support; grant programs budget and financialanalysis; reimbursable work and interagency agreements, including the VesselOperations Revolving Fund and Working Capital Fund; payroll and compensationanalysis; and business analytics and decision support.
  • Direct the 30-day phase-in from the incumbentcontractor so the team is ready on Day 1, including knowledge transfer of SOPs,templates, and open-item inventories.
  • Own quality control against the Government's QualityAssurance Surveillance Plan (QASP) and ensure recurring monthly deliverablesmeet acceptance standards.
  • Lead, develop, and schedule a multidisciplinary team ofLeads and analysts, and manage coverage and surge staffing during fiscalyear-end closeout, quarterly financial statement cycles, and grant obligationwindows.
  • Manage program risks and issues, and deliver regularstatus reporting to MARAD leadership and company management.

Requirements:

  • Public Trust eligibility; must be able to obtain andmaintain a Public Trust determination.
  • Minimum twelve (12) years of federal financialmanagement experience, including senior leadership roles.
  • Active Certified Public Accountant (CPA) or CertifiedGovernment Financial Manager (CGFM) credential.
  • Demonstrated experience advising or coordinatingdirectly with agency CFOs, Deputy CFOs, or Senior Executive Service (SES)leaders.
  • Working command of federal accounting and reportingrequirements, including OMB Circular A-136, the U.S. Standard General Ledger(USSGL), Treasury GTAS, budget execution, funds control, and Anti-DeficiencyAct compliance.
  • Experience leading multidisciplinary financialmanagement teams on performance-based or firm-fixed-price federal contracts.
  • Bachelor's degree in accounting, finance, business, ora related field.
  • Ability to work onsite at MARAD Headquarters inWashington, DC, a minimum of two to three days per week, with additional onsitetime during peak periods such as fiscal year-end closeout.
  • Availability to begin work on or about 30 September2026 and to serve full-time for the base period and any option periods theGovernment exercises.

Desired Skills

  • Experience in a civilian agency CFO office,particularly within the Department of Transportation.
  • Experience overseeing federal grant portfolios under 2CFR Part 200.
  • Experience with revolving funds or Working CapitalFunds, reimbursable agreements, and cost recovery.
  • Familiarity with Oracle Federal Financials (DOT Delphi)and ESC iSupplier.
  • Experience leading contractor transitions onestablished federal programs.
  • Exposure to financial dashboards and analytics toolssuch as Power BI or Tableau.
  • Advanced degree (MBA, MPA, MS in Accounting, orsimilar).
