The Property Management Directorate is looking for a Health & Safety Manager to lead Barking and Dagenham Resides response to its statutory and regulatory compliance and customer safety obligations. This role is responsible for supporting and advising managers on the delivery of safe processes and workplaces.
About the role
- Manage the Health and Safety delivery for Property Services as the competent person, overseeing systemic health and safety for the Repairs Service and Maintenance and Capital programmes.
- Be responsible for developing and delivering H&S, embedding a positive H&S culture across the Property Directorate, carrying out activities including (but not exclusively) day-to-day repairs, management of external contractors delivering maintenance/servicing activities.
- Motivate, develop, and performance manage staff to maintain an effective workforce capable of meeting its objectives, supporting managers to develop safe working systems, practices, and ensure legal compliance.
- Establish and monitor a Health and Safety framework to manage risk, providing advice and guidance where necessary.
- Maintain a training matrix for employees incorporating both mandatory and development needs for specific risk areas of service.
- Provide health and safety support and guidance and work closely with the Housing, Estate Management, and Corporate team to align processes, best practice, and key objectives.
About youThe successful applicant will:
- Hold a Health and Safety degree, NEBOSH Diploma, or the equivalent.
- Be a Chartered Member of the IOSH (CMIOSH) or working towards this with evidence of ongoing CPD.
- Have experience of implementing Health and Safety management systems and auditing, e.g., ISO 45001 or ISO 9001
- Have extensive and up-to-date knowledge and understanding of health and safety responsibilities applicable to local authority asset management services, including Housing and Building Safety compliance.
- Have an up-to-date understanding of health and safety responsibilities and best practices in relation to Construction Design and Management Regulations (CDM 2015).
- Be computer literate with good working knowledge of Microsoft Excel, Word, and Outlook.
Relationships:
- The role will report directly to the Building Safety Lead.
- The role holder will be required to work closely and proactively with Heads of Service, Team Leaders, Members, residents, and contract managers.
- Liaise with HR and others who commission health and safety training and advise on health and safety training requirements. Assist and/or deliver health and safety training and monitor effectiveness.
- Liaise with bodies such as HSE, LFB, and internal stakeholders.
- Other local authorities and external employer's organisations.
