- Responsible for managing the delivery of high quality and cost-effective procurement projects. Maximising on-going efficiencies and savings through robust procurement and contract management practices.
- Providing expert procurement and contract management advice and support to Heads of Service, Business Unit Managers and council officers both where requested, and where opportunities for improvements are identified.
- Promoting the principles of good procurement and contract management practice throughout the council to ensure it is carried out in compliance with council policies and procedures, acting as a key point of contact with suppliers and managing contract changes / rectifying issues as needed.
- Responsible for project managing procurement projects of medium to high value and risk, from production of a procurement start up/ business case, market engagement, developing specifications and tender evaluations, advertising tenders as required, evaluations and issuing ITT through to award. Ensuring compliance throughout with both PCR 2015 and PA23.
- Leading and giving guidance on high value, complex procurements in conjunction with the client as directed by members of the Procurement and Contracts management team, exploring alternative delivery models to ensure outcomes are met and continuously improved upon.
- Supporting the Procurement and Contracts management team to drive a cultural change and promote innovative practice within the service, embedding changes in working practices which benefit the service and the council.
- Working with suppliers and operational managers to optimise performance. Working closely with stakeholders to establish and agree KPI's and SLAs, monitoring overall contract performance and reporting internally as required.
What you'll need to succeed
- Experience as a public sector procurement professional, experience leading tenders and utilising framework agreements.
- Comprehensive experience of working within a procurement/contract management/commissioning environment leading on tenders.
- Understanding of public procurement law and contracts (both Public Contracts Regulations 2015 and understanding of the Procurement Act 2023 and supporting legislation).
