Belmont Recruitment are currently recruiting for an experienced Contracts & Compliance Officer to join a Local Authority on a temporary basis for an initial 3 months. This role is ideal for someone with a strong background in contract administration, procurement frameworks, and compliance, ideally within a public-sector or local government setting.

Main Purpose of the Role

Reporting to the Service Delivery Manager, you will be responsible for:

  • Managing all framework contracts, ensuring compliance with funder obligations, contract conditions, and relevant regulations.

  • Providing effective contract administration and oversight, in collaboration with Procurement and Legal Services teams.

  • Building positive relationships with contractors to optimise service delivery in line with KPIs.

  • Working with councils and delivery partners to develop and review annual service plans, focusing on contractual and legal compliance.

Key Duties & Responsibilities

  • Administer all contracts and procurement frameworks, ensuring compliance and assurance.

  • Collaborate with local councils to support enterprise delivery and statutory obligations.

  • Monitor supplier performance against contract terms, policies, and regulations.

  • Record and manage call-offs from suppliers, producing accurate reports for management.

  • Keep up to date with procurement strategies and integrate improvements into service delivery.

  • Issue call-off contracts and award letters.

  • Maintain strong working relationships with internal teams, councils, suppliers, and stakeholders.

  • Provide accurate statistical and financial reports to assist planning and forecasting.

  • Research and advise on procurement procedures and strategies.

Requirements

  • Previous experience in contract administration, procurement, or compliance (public-sector experience highly desirable).

  • Strong understanding of contract governance, supplier performance monitoring, and procurement frameworks.

  • Excellent communication and stakeholder management skills.

  • Ability to work accurately under pressure and meet deadlines.

  • Proficient in Microsoft Office and contract management systems.
