Role Overview

We are seeking an experienced and strategic IT Procurement Manager to join a leading financial services organisation based in Belfast. This role is responsible for managing all IT-related procurement activity across the business, ensuring the organisation secures the best commercial and contractual outcomes from its technology suppliers.

You will work closely with internal stakeholders across IT, legal, compliance, finance, and security to support the sourcing and contract negotiation of hardware, software, cloud services, telecoms, licensing agreements, and professional IT services.

Key Responsibilities

  • Procurement Strategy & Planning
    • Develop and implement procurement strategies for IT categories aligned to business goals, regulatory compliance, and risk management.
    • Maintain an up-to-date pipeline of IT procurement activity and manage contract renewals and supplier lifecycle events.
  • Supplier & Contract Management
    • Lead the end-to-end sourcing process: RFP/RFI, evaluation, negotiation, award, and onboarding.
    • Negotiate complex IT agreements including SaaS, PaaS, IaaS, software licensing, infrastructure, and managed services.
    • Ensure compliance with internal governance policies and external regulatory standards.
    • Monitor supplier performance and lead regular reviews with key IT vendors.
  • Stakeholder Engagement
    • Partner with IT, cybersecurity, legal, and finance teams to shape sourcing plans and ensure procurement outcomes meet both technical and business needs.
    • Act as a trusted advisor to senior stakeholders on supplier risks, cost optimisation, and innovation opportunities in the IT supply chain.
  • Cost & Risk Management
    • Identify cost-saving and value-creation opportunities across the IT category portfolio.
    • Analyse contract terms, pricing structures, and service level agreements to minimise risk and maximise value.

Key Requirements

  • Proven experience in IT procurement within a financial services or highly regulated environment.
  • Strong knowledge of sourcing strategies across various IT categories including cloud, software, infrastructure, and cybersecurity.
  • Skilled in contract negotiation, supplier performance management, and risk assessment.
  • Excellent interpersonal and stakeholder management skills.
  • Understanding of procurement governance, compliance, and third-party risk frameworks.
  • Degree qualified (or equivalent experience); CIPS qualification is advantageous.
