Panoramic Associates is currently working with a Local Authority client based in the North West region to facilitate the appointment of a Quantity Surveyor / Commercial Manager on a permanent basis.



Responsibilities of the Role:

  • Lead and manage commercial aspects of transport and infrastructure projects.

  • Prepare and manage cost plans, budgets, and forecasts.

  • Oversee procurement processes and contract management.

  • Monitor project costs and provide regular reports to senior management.

  • Collaborate with project teams to identify cost-saving opportunities and innovative solutions.

  • Support the development and growth of the internal commercial team.

  • Liaise with external contractors and stakeholders as required.



To be successful in the role you will have:

  • Proven experience as a Quantity Surveyor or Commercial Manager in the construction or infrastructure sector.

  • Experience in either public or private sector projects; public sector experience is advantageous.

  • Professional qualification (RICS, AAQS, or equivalent).

  • Strong knowledge of contract law, procurement, and cost management practices.

  • Excellent analytical, leadership, and communication skills.

  • Ability to work creatively and proactively, managing multiple projects simultaneously.
