Mobilisation Manager – Domiciliary Care (LD & MH)

Location: Regionally based (Mon–Fri onsite in service location)

Salary: £50,000 – £70,000 per annum (dependent on experience)

Contract: Full-Time, Permanent

Reports to: Director of Operations / Head of Development

About the Role

Our client is seeking a highly experienced Mobilisation Manager to lead the setup of new domiciliary care branches supporting adults with Learning Disabilities (LD) and Mental Health (MH) needs. You'll work closely with Regional Managers to launch each new service, then recruit and hand over to a permanent manager before repeating the process in the next region.

You will be based Monday to Friday in the region you’re mobilising, so full commitment to local presence during setup is essential. Travel and accommodation support may be discussed as appropriate.

Key Responsibilities

  • Manage the end-to-end setup of domiciliary care services in new regions.
  • Collaborate with Regional Managers for LD/MH to align service design and delivery.
  • Lead CQC registration, policy implementation, safeguarding, and compliance systems.
  • Build operational frameworks for scheduling, staffing, care planning, and service delivery.
  • Engage with local authorities and private commissioners to secure contracts and referrals.
  • Drive and respond to bids, tenders, and contractual opportunities.
  • Recruit and onboard the permanent branch manager before transitioning to the next region.
  • Report mobilisation milestones and challenges to senior leadership.

What You Bring

  • Extensive experience in setting up domiciliary care branches, preferably in multiple regions.
  • Deep understanding of CQC regulatory requirements, local commissioning structures, and service quality standards.
  • Track record in business development, tenders, and contracts.
  • Experience with services for LD and MH populations.
  • Strong operational leadership and change management skills.
  • Comfortable being onsite Mon–Fri during mobilisation periods.
