Independent Heritage Consultant – Solar Farm Planning Application

About the Role:
An esteemed Local Council is seeking an experienced and independent Heritage Consultant to support the determination of a planning application for a 49.9MW Solar Farm and associated infrastructure. The successful consultant will provide a robust, impartial review of the heritage implications of the proposal, supporting the Council in making a well-informed and defensible decision. There is also the potential for ongoing support during any subsequent Planning Inquiry or Judicial Review.

Key Responsibilities:
Part A: Heritage Impact Review

  • Independently review the planning application, including:
    • The applicant’s Heritage Impact Assessment and updates
    • The Council’s Conservation Officer’s comments
    • Detailed heritage reports and supporting comments from objectors’ consultants
  • Assess the accuracy and robustness of all submitted heritage information
  • Determine whether the information provided is sufficient to assess the degree of impact
  • Evaluate compliance with local and national heritage policy
  • Review all landscape impact observations (from applicant, Council, and objectors)
  • Provide any other relevant observations on the application or proposed scheme
  • Deliver a clear, reasoned, and robust conclusion on the degree of heritage impact and its acceptability

Part B: Inquiry and Judicial Review Support (if required)

  • Lead the appeal process regarding landscape and heritage impact, coordinating with all relevant parties
  • Produce a comprehensive Proof of Evidence addressing key landscape and heritage issues
  • Prepare and agree a Statement of Common Ground with the appellant and other parties
  • Provide a detailed list of conditions related to landscape issues, should the appeal be allowed

Requirements:

  • Demonstrable experience in heritage consultancy, particularly in relation to large-scale infrastructure or renewable energy projects
  • Strong understanding of UK planning policy and legislation relating to heritage and landscape
  • Experience providing expert evidence at Planning Inquiries or Judicial Reviews is highly desirable
  • Excellent analytical, report writing, and communication skills
  • Ability to provide impartial, evidence-based advice
