Key Responsibilities:

  • Leading the planning, design, and construction of major transport infrastructure projects
  • Managing contract operations involving professional services consultants and contractors
  • Overseeing the procurement for design and construction phases
  • Securing planning permissions and negotiating land purchases
  • Providing highways expertise and technical support to the infrastructure delivery team
  • Preparing and presenting progress reports on project development
  • Engaging with the Cabinet Member for Transport and Infrastructure to ensure project timelines are met
  • Supporting project management methodologies and leading the assurance process


Job Requirements:

  • Significant experience in managing major transport infrastructure projects
  • Highways expertise and an understanding of infrastructure delivery
  • Experience in contract management and procurement processes
  • Proficiency in obtaining planning permissions and managing land negotiations
  • Ability to develop Green Book compliant business cases
  • Chartered Engineer status is desirable
  • Excellent reporting and communication skills to engage with senior stakeholders
  • Strong project management skills and experience with project management frameworks
