Thrive Oldham are recruiting for a Disrepair Surveyor in the Bury area.

Full Driving Licence and access to vehicle

BSc (Hons) level in building surveying.

Understanding of the disrepair protocol.

Able to write Part 35 complaint expert reports. (desirable)

Able to attend and carryout joint expert inspections.

May be required to attend court as expert surveyor.

May go out and do joint inspections.

Purpose and Objectives of Post:

To carry out comprehensive in-house technical surveying and inspection relating to repairs, maintenance and refurbishment, including responsive and planned repairs, empty homes reinstatement, disrepair, damp and capital investment on council homes and public buildings and any other buildings managed by or worked on by Bury Council.

Ensuring the housing stock and public buildings are maintained in a reasonable state of repair through robust property inspections and the specifying of effective and efficient remedial works and investment.

Providing support to the Assets, Repairs and Neighbourhoods teams, offering specialist technical advice to enable Bury Council to have homes fit for habitation.

Providing technical, budgetary and project planning information to support an efficient and effective service delivery and ensuring the work delivered is of a high standard.

Duties/Responsibilities:

  • Undertaking pre-inspection, during works inspection, post inspection and quality control checks for works on general repairs; planned repairs; investment programmes; disrepair; damp; empty homes; and public buildings.
  • Overseeing the projects and raising any concerns with the Contract or Repairs Manager.
  • Undertake property building surveys, identifying potential building defects in line with Bury Housings policies, HHSRS, investment programme specifications, the descent home standard and void standard. Specifying as well as commissioning the necessary remedial action.
  • Preparing specifications for a range of remedial works for both domestic homes and public buildings controlled by Bury Council.
  • Ensuring health and safety procedures and safe systems of work are adhered to by service providers undertaking building works on behalf of the organisation.
  • Ensuring site safety processes, method statements, risk assessments and guidelines are always adhered to.
  • Ensure all aspects of CDM regulations are considered and incorporated into specifications as appropriate.
  • Collaborate with contractors, organising and coordinating the works, ensuring contractors have the necessary information.
  • Providing technical and project planning information to support an efficient and effective service delivery and ensuring the work delivered is of a high standard.
  • Providing support to the Assets, Repairs and Neighbourhoods teams, offering specialist technical advice to enable Bury Council to have homes and non-domestic buildings that are fit for use and habitation.
  • To deputise for the Repairs or Contracts Manager during periods of absence, overseeing and coordinating the service delivery. Liaising with Supervisors, trade staff, other departments, and staff.
